Washington Caregiver Application Portal (WA CAP) - Update - March 3, 2022

WA CAP Update

Child Placing Agencies (CPAs) will be using WA CAP by Binti to certify their foster families. This week, we will share a little about how CPAs will be using WA CAP, how they configure their applicant-facing portal pages, and how CPAs will go live with WA CAP.

An earlier message identified that 45 CPAs were broken into nine (9) cohorts based on the results of a
survey that was completed in 2021. The survey asked, in part, if the CPA had their own Information
Technology (IT) system, and if they wished to be considered as early, middle or late adopters of WA CAP.

LD leadership previously determined that all CPAs will be using LD forms. They can collect unique data or use their own forms as part of their processes, but those forms will have to be stored outside of WA CAP. CPAs are able to customize their Welcome, Orientation, and Training pages. They can embed
videos, link to specific training they may require, or customize the pages as they wish. The remaining
steps in the application process mirrors the LD staff process, for consistency.


The configuration process for all nine cohorts started in January 2022 and is expected to continue into
June 2022. The process is about nine weeks per cohort, with new cohorts starting every two weeks.
Each CPA will follow the same configuration process:

  • Complete a configuration questionnaire
  • Meet virtually with Binti staff and a WA CAP team member to review their unique portal
  • Follow-up with any updated information, and
  • Confirm accuracy of information for finalization of their portal
  • CPAs that have an IT system will have a few additional steps in their customization process, to ensure that data from WA CAP is sent to/from their IT systems.

After all CPAs are configured, go live for agencies could start as early as January 2023 and continue into late spring 2023. The agencies with IT systems will be combined into one group or cohort. The
remaining agencies will be combined into two new cohorts. Over the course of a six-week period, each cohort will undertake the process to turn on those templates. That go live process will enable the CPA staff, as well as families, to start using WA CAP.

We recognize this will be a challenge to both CPA staff and LD staff. To help with that transition, LD staff will be using WA CAP by Binti for several months prior to bringing CPAs online, so that LD staff can be more comfortable working in WA CAP.
