WA CAP by Binti Go-Live Delay 

WA CAP by Binti's launch date is moving.  Our new launch date may be as soon as January 2023. The following communication will dig into the "why" and help everyone focus on the next steps or any questions they may have.

Why?

SecureAccess Washington, or SAW, functionality will not fully integrate into WA CAP by November 28, 2022. Without SAW, WA CAP by Binti is not fully compliant with Washington State IT Security Standards. DCYF IT services are a part of the state IT Enterprise Governance system (WaTech) under the oversight of the Office of the Chief Information Officer (OCIO). The provisions of RCW 43.105.041 detail the powers and duties of the OCIO Information Services Board (ISB), including the authority to develop statewide or interagency information services and technical policies, standards, and procedures. One of those standards, OCIO Standard 183, requires DCYF to comply with the Washington State IT Security Standards - specifically, "Maintaining system and network security, data integrity and confidentiality. "

What is SAW?

SecureAccess Washington is a single sign-on application gateway created by Washington State's Department of Information Services to simplify access to the growing list of government services accessible via the internet. SecureAccess Washington allows internet access to multiple online government services with the use of a unique single self-generated User ID and password. Once signed in, users have the ability to change their password and register for access to various online government services.

How Does This Security Issue Impact Our Users?

The Washington State IT Security Standards continue to develop, as privacy and security of personal information collected in state agency information systems is becoming a growing concern. DCYF is responsible for protecting private/sensitive/confidential information regardless of the location and platform used. While WA CAP by Binti has a level of data protection functionality, an additional layer of data security regulations requires all state agencies to use SecureAccess Washington. SAW allows a wide variety of users to access an application and store their personal information in a highly secure manner.

How Do We Become Compliant?

While Binti is working with DCYF IT on establishing full SAW functionality, DCYF IT has requested a waiver with the Washington State OCIO. The waiver allows WA CAP by Binti to launch with less-than-full SAW functionality, and it will require a review process that may take up to 60 days. Therefore, we must reconsider the WA CAP launch date in light of the OCIO waiver process timeline and Binti's SAW development schedule. As a result, our tentative launch date may be as soon as January 2023. Additional communication will be available as we learn more from OCIO and the waiver process.

How Does This Impact Other Go-Live Timelines?

  • Pause to General Applications remains in place from November 1, 2022 – March 1, 2023
  • SAM/Assessment Staff training remains on schedule
  • CPA/RL training schedule will be re-evaluated
  • Website updated
  • Form updates are being evaluated for use on November 28

Opportunity:

The SAW issue is one of the unpredictable challenges of this project. We will approach this extra time as an opportunity to pace the transition more thoughtfully and gracefully to better serve the children and families of Washington.
