We want to welcome current and new ECEAP contractors
to this new ECEAP program year! DEL would
like to introduce and welcome our newest ECEAP Contractors:

- Lummi Indian Business Council
- Skagit Islands Head Start and
- Tender Moments LLC Daycare and Preschool.
We look forward to a productive
new program year!
DEL has planned a year of
supports for new ECEAP contractors and new directors. Along with the monthly contractor calls, this
year we will have an introductory New Director Webinar, a pull-out session at
the October Directors Meeting, and quarterly webinars. We will gather your
input at the October Directors Meeting for further supports. Dates for these
opportunities will be coming soon.
Our ECEAP Directors Meeting is from October 1 – 2, 2015. Location to be
announced and registration information will be available soon.
ECEAP becomes a statutory entitlement in
school year 2020-21 which means that by Fall 2020, all eligible children in our
state whose families choose to participate, will be able to attend ECEAP. Because
the number of requested slots from applicants did not reach our expansion goals
for this year, we will be having another round of requests for applications for
part day ECEAP slots. An announcement on the RFA Round 2 Application will be coming
soon.
Electronic copies of the ECEAP contracts
and amendments are coming soon! Once you
receive your long awaited contract or
amendment, return the signed
copies to DEL. Print two copies, one for
you and one for DEL. Sign both signature pages with an ORIGINAL signature. Scan
one signature page and email it to del.contracts@del.wa.gov. Mail the complete document and both
signature pages with original signatures to:

The single signature page will be
signed by DEL and returned to you for your files. We cannot pay your vouchers
until the signed contract has been returned to DEL. Please feel free to contact
us at eceap@del.wa.gov if you have any questions.
It has always been important to make sure that your ECEAP slots are full
for all months your classes are in session in accordance with the ECEAP Performance
Standard B-109. DEL staff have monitored
this weekly. For the 2015-16, this will
also be part of the monthly processes run by the Caseload Forecast Council in
the Governor’s Office of Financial Management. To make sure they have accurate
data, be sure to enter actual start dates in ELMS for each child once they have
shown up to class in person. Also, be sure to assign children to waiting list
once you’ve completed their prescreen or application. If you have trouble filling or re-filling any
of your ECEAP slots, please work closely with your assigned DEL Pre-K
Specialist. If you need assistance with
ELMS, contact elms@del.wa.gov.
• Please note the August 26 ELMS Administrators Training below. • See the short handout on Starting the new school year in ELMS. • ELMS Administrators should now remove ELMS access from any staff who will not be returning for the coming school year. • DEL released improvements to ELMS on July 23, including the following: - The Enrollment Maintenance report now tracks enrollment by class instead of site. - Child records from 2014-15 are now all correctly rolled forward to 2015-16. - Priority points are corrected on the waiting lists for specific 4-year-olds. • If you experience a difficulty with ELMS, or have suggestions for enhancing ELMS, please email elms@del.wa.gov.
- As you hire
ECEAP lead teachers, assistant teachers, and family support staff over the
summer, please ensure that they enter the education that qualifies them for
their ECEAP role into the MERIT system.

There is a
substantial financial award to the individual staff member based on the
education entered (unless the staff person has already received their full
award).
- The education
verification process requires that staff send official transcripts or copies of
official transcripts. If you send copies of unofficial transcripts, grade
reports, or documents printed from the web, they will not be processed and it
will delay your staff qualifications verification and your education
award. Several ECEAP staff have made
this mistake recently. If you are
copying two-sided documents, be sure to copy and send both sides.

Teaching Strategies GOLD® has
extended the following DEL discounts to ECEAP contractors, Head Start,
childcare and private pay programs that are participating in Early Achievers.
- 5%
discount on any sets of The Creative Curriculum for Preschool purchased after
7/1/2015 through 12/31/2015.
Programs participating in Early
Achievers will need to contact Travis Moss at Teaching Strategies GOLD®
directly to receive these discounts.
With Child
Care Aware (CCA) support, DEL developed 2 flyers – one for parents and one for
existing providers. The purpose of the Early Start Act flyers is to provide
initial information and clarify the Early Achievers mandates and supports that
are stated in the Early Start Act. Please visit the new Early Start Act pages on DEL’s website to view this information.
