Notification of Rulemaking Activity
The Washington State Dept. of Agriculture (WSDA) has initiated expedited rulemaking to amend WAC 16-750, Noxious Weed Seed & Plant Quarantine by filing a CR-105 with the Office of the Code Reviser on October 21, 2025.
Overview of Rulemaking
In response to feedback from stakeholders, the Department is proposing to clarify the common names listed for Hedera Hibernica in WAC 16-752-610. The common name is currently listed as Atlantic/Boston ivy. The Department is proposing to remove Boston ivy as a common name and only have Atlantic ivy listed to more accurately reflect the regulated species.
The correct scientific name for Boston ivy is Parthenocissus tricuspidata, which is not a regulated article on the Noxious Weed Seed and Plant quarantine list. This is confusing to the public and industry, since Boston ivy is listed as a common name for Hedera Hibernica. The proposed amendments would clarify the potential for misunderstandings by having the common name accurately reflect the regulated species.
