July 4 Holiday Closure
South Burlington City offices will be closed for business on Friday, July 4 in observance of Independence Day.
Rep. Becca Balint and City staff pose with a presentation check in May 2024 to celebrate the funding of improvements to the Bartlett Bay Wastewater Treatment Facility

Rep. Becca Balint's office announced Tuesday that the City of South Burlington will receive an award of $700,000 from the Environmental Protection Agency (EPA) to improve the Bartlett Bay Wastewater Treatment Facility.
This announcement follows Rep. Balint’s visit to the facility in May 2024 to celebrate the inclusion of this funding in the FY2024 appropriations bill.
From the press release:
“By funding improvement projects that will lower costs, ensure safe water, and reduce our carbon footprint, this kind of investment will make a meaningful difference in the daily lives of Vermonters. I’m proud to get this funding over the finish line and to do the real work that will mean cleaner and safer communities for Vermont,” said Rep. Balint.
The facility is installing a novel effluent heat recovery system that utilizes new heat pump technology to take heat out of the effluent stream and use it to heat all the buildings on campus. The heat recovery system will handle most of the heating needs of the facility and provide a significant fossil fuel savings compared to a traditional gas or oil-fired heating plant.

The Planning Commission is holding a Public Hearing for a set of amendments to the Land Development Regulations on Tuesday, July 8, 2025, at 7 pm in the Auditorium at City Hall, 180 Market Street. Three main topics are addressed in these amendments: (1) an update to the City Center Form-Based Code; (2) consolidation of commercial uses; and (3) technical clean-up and streamlining. Details of the proposed amendments are available on the City website's Land Development Regulation Updates page, including a comment submission box.
The update to the City Center Form-Based Code incorporates what the City has learned in the years since the Form-Based Code was adopted. It includes updates to how building facades are regulated, the flexibility allowed in the design of buildings, and the design of buildings facing different kinds of streets. It also expands the T-5 area (the most urban part of the planned downtown) to include Dorset Street from Williston Road to San Remo Drive. It also increases the allowed heights in the T-4 and T-5 districts in this downtown core to 135 feet and 155 feet, respectively, to enable focused investment and housing development in this new downtown area.
The consolidation of commercial uses is a reworking of how commercial uses are categorized in the Table of Uses. Currently, there are many different commercial uses that overlap each other, are very similar, or create unnecessary divides between very similar uses. This consolidation aims to define commercial uses by their potential impact on their neighbors and the community. This streamlines the regulations, allows more flexibility for commercial spaces to change tenants without unnecessary review, and focuses on the actual impact of a use instead of a traditional definition.
Throughout the Land Development Regulations, small technical clean-ups and edits were required. This includes clarifying how height of a building is defined and measured, clarifications of when different City review and approvals are required, and corrections of small minor and technical issues throughout.
South Burlington City Center Collaborative—South Burlington’s version of Montpelier Alive/Downtown Winooski—is seeking a part-time executive director to build out the organization. This partner organization with the City is a bridge between businesses, the community, and government. The Collaborative Board of Directors is looking to hire someone to fulfill the overall mission to foster economic vitality, promote City Center, and support the organizational development of the Collaborative. Learn about the position and how to apply here.
