Construction progress along Market Street on July 3, 2024
South Burlington’s total grand list is a sum of all property values in the City, updated annually on April 1. In 2023, ours was the second largest grand list in the State of Vermont. Now, our total 2024 municipal grand list is $4,282,315,000, up $135,616,900 from last year.
Why the increase? Property values change for various reasons – from home improvements to new construction to the occasional citywide reappraisal. This year, the increase was largely due to the buildout of City Center and well as several large commercial and residential projects built throughout the City. On the residential side, the value of our residential/condominium properties increased by 1.35%. Outpacing this, the value of our commercial properties increased by 7.58%.
City Center is growing more quickly than anticipated, with several buildings opening a year as opposed to the previously anticipated one per year. As a result, there was a 34.26% increase to the total TIF District grand list over the previous year. With the continued pace of construction, we anticipate another significant increase in the value of the TIF District in 2025.
All together, these increases result in a 2024-2025 Municipal Tax Rate increase of 5.39%, less than the 5.82% increase approved by voters on Town Meeting Day.
Please join us in congratulating these new and promoted members of the force, officially sworn-in at a ceremony held at South Burlington City Hall on Monday, July 8!

New signage and radar speed feedback signs along Dorset Street near South Burlington High School and Frederick H. Tuttle Middle School
On Tuesday, South Burlington Public Works installed the hardware and signage for a new school zone on Dorset Street around Frederick H. Tuttle Middle School and South Burlington High School. The school zone is in effect from 8:00–9:30 a.m. and 3:00–4:30 p.m. on days when school is in session, with flashing lights indicating the 25 mph speed limit is in effect. Outside of school zone hours, the speed limit is 35 mph.
Earlier this year, the South Burlington City Council approved a resolution adopting the 25 mph school zone on Dorset Street at the request of the school board and with the recommendation of the Safe Routes to School Task Force. The school zone, associated speed limit, and signage are based on recommendations from an engineering study completed by Hoyle, Tanner & Associates.
Additional safety improvements—and the paving of Dorset Street from Aspen Drive to Kennedy Drive—are scheduled for construction in summer 2025.
