On the FY24 Budget

Hello South Burlington,

Thanksgiving is my favorite holiday of the year.  It provides my family intentional time together to think and talk about that for which we are thankful.  The opportunity to be a part of this community is at the top of my list this year!

In the municipal world, this time of year also means budgeting!  On December 5, 2022 I have the honor of presenting the Leadership Team’s proposed FY24 municipal budget to the City Council.  The Council will then spend two months vetting this proposal, making changes, and ultimately approving what will go to the voters on Town Meeting Day.  Below is our schedule of budget presentations.  We encourage the community to attend these Council meetings, participate virtually, or watch the presentations afterwards.  This is a great way to hear from our local leaders on their service delivery to the community.  Ever wonder how many miles of road our Public Works’ crews plow a year? Or how many of our Police calls are for retail theft?  Or how many hours of Recreation programming we offer a month?  Tune in! 

December 5^th

• I will present the overall City budget as well as our Administration (City Manager, Clerk, Physical Plant, Tax/Assessing, IT, Legal, Planning & Zoning, and Finance) budget. 
• Holly Rees will present our Recreation and Parks budget.
• Jennifer Murray will present the Library budget.
• Also this night the Council will hold a Public Hearing on a potential Tax Increment Financing bond vote.

December 19^th

• Tom DiPietro will present the Public Works Department budget.
• Ilona Blanchard will present the Community Development budget.
• Also this night the Council will consider putting a bond vote on the ballot for improvements to the Bartlett Bay Wasterwater Treatment Facility.   

January 3^rd

• Fire Chief Steven Locke will present the Fire and Emergency Medical Services budget.
• Police Chief Shawn Burke will present the Police, Dispatch, and Community Justice Center budget.
• Also this night the Council will discuss the overall budget.

January 17^th

• The Council will hold a Public Hearing on the FY24 Proposed budget and consider what to move forward to the voters on Town Meeting Day.

Finally, December 2 is Deputy City Manager Andrew Bolduc’s last day with the City of South Burlington.  Andrew and his wife are moving to Maryland for their next adventure.  After growing up in South Burlington, Andrew joined the City as City Attorney in the fall of 2016.  While in this role, he modernized legal services, built significant trust with employees and managers, and represented the City in advancing community priorities through City Center infrastructure and development agreements, drafting and defending regulations that support affordable housing, and in land conservation real estate transactions.  For the last year and a half, I have had the joy of working alongside him to lead the City and support our Team.  Each day Andrew has focused on what is best for South Burlington residents, how we provide equitable services to all, and how we maintain exceptional customer service while being financially responsible.  I will miss his counsel.  Please join me in thanking Andrew for his service to the residents of South Burlington.

Fire Chief, Steven Locke, Addresses the Federation of the European Fire Officers

The Federation of the European Fire Officers (FEU) is an organization representing 52 countries speaking 24 different languages. The FEU is open to the fire chief or agency head of the fire department.

In some countries the fire service is federalized (one fire department for the entire country), regionalized (example is Finland has four regional departments) or municipal (what we are accustomed too). The FEU Council meeting had delegates from many of these regions.

TIF District Public Hearing

On December 5 at 8:30 PM, the City Council would like to hear from the public any thoughts or comments regarding placing a question on the upcoming town meeting day ballot to ask voters if they would approve TIF District financing for the remaining TIF District projects.

Hinesburg Road Pump Station Incurs Damage

Early Sunday morning, November 13, 2022 a vehicle ran into the Hinesburg Road pumpstation causing considerable damage to the building.  This is the largest of South Burlington’s 34 pumpstations.

The Commission is a seven-member board is responsible for planning for the community’s future. This includes preparing and updating the City’s long range Comprehensive Plan, the City’s Land Development Regulations, and undertaking various studies.

Winter Parking Ban

Winter Parking Ban - December 1 - April 1

Midnight to 8:00 AM every day. The ban is in effect, regardless of weather conditions. Tickets and or a tow could result from failure to comply.  To help our drivers, please remove all obstacles from streets, including portable basketball hoops.  Residents must plan for alternate parking from December 1 thru April 1 if they normally park on a city street or right of way.  

Winter Maintenance Reminders

The Department of Public Works would like to remind all residents of the upcoming winter season with a few highlighted items that help us all have a safe winter.

Wheeler Dog Park Now Open!

We are pleased to announce that the Wheeler Dog Park is now open to the public.  Additional space has been reclaimed to enlarge the park and the gate structure has been amended to ensure accessibility from the parking lot into the park.

Construction/Road Work Updates

Projects underway, completed or getting ready to begin

• Lindenwood Stormwater Project: Construction will resume at the Lindenwood Stormwater Project next week. The nature of the work will require a temporary closure of the bike path at the end of Lindenwood Drive beginning on October 31^st and continuing until the project pauses for a winter shutdown. Pedestrians and cyclists will need to detour down Shelburne Road and Swift Street.

• Burlington Country Club Stormwater Project: Construction of the Burlington Country Club Stormwater Project will require a minor relocation of the bike path from the current paved surface to a temporary dirt surface for a short duration, beginning on October 31^st. Once the pipe crossing is complete, the original alignment of the path will be reopen, but may include gravel conditions until paving is complete.

Rotary Ugly Sweater Run    Sunday Dec 1st!

It’s almost that time of the year again!  From dancing snowmen to dangling jingle bells, those once-fashionable-now-outrageous sweaters have made a comeback! 
The Rotary Club of South Burlington Ugly Sweater Fun Run is back! Once again get together for an event filled with FUN and SMILES.
“Not on the RUNway, but in a FUN way!” -- at the Rotary Club of South Burlington’s 6th Annual ‘Ugly Sweater Fun Run & Walk’ being held, at the Fredrick H. Tuttle Middle School in South Burlington.  The event is scheduled from 10am – 1pm.

On Thursday, November 9^th several members of the South Burlington Police Department had yet another important and intriguing conversation with Dr. Avila around bias, equity, cultural competence and community as we continue the work to best serve everyone in South Burlington and Vermont. There is always more work to do and we’re thankful to have community partners by our side.

Nature History & Tree ID at Red Rocks Park

December 4 | 10am-12pm | Red Rocks Park

Join a Petra Cliffs Nature Educator on a tour of Red Rocks Park in South Burlington. From wolf trees to glacial erratics, and from well trod hiking trails to fern-filled cliff sides, Red Rocks Park is a stellar example of the interesting geology and ecology found right here in South Burlington. This program will talk about the natural history of the area as well as how to identify trees. Tree ID in winter is extra tricky without the aid of the leaves so learn tree ID using bark, twigs, and growth form to identify.
