A Note from the VDH Naloxone Distribution Team
Happy New Year, naloxone partners! As we enter a new year, we are grateful for your continued collaboration and participation in the Naloxone Distribution Program. A few highlights from 2025:
- VDH established or renewed 170 no-cost naloxone agreements with partner organizations.
- Reached a 94% registration rate in the Pharmacy Partner Hub of partner organizations with active agreements.
- Shipped over 191,000 naloxone kits to partner organizations, a 30% increase in distribution from the prior calendar year.
- Broke the program record for most naloxone distributed in one month in August 2025 – and then broke it again just months later in November 2025!
- Added an additional test strip type (nitazene test strips) to our program inventory and shipped over 426,000 test strips to partners. This was a 15% increase in test strip distribution from the prior calendar year.
VDH continues to strategize ways to best serve the high-priority organizations and individuals across the Commonwealth with the greatest need for support from this program. We encourage you to reach out with any questions or feedback you may have about the program.

What's New?
Statewide Standing Order for Naloxone and Other Opioid Reversal Agents
Due to the recent change in administration, an updated Statewide Standing Order for Naloxone and Other Opioid Reversal Agents has been issued. The standing order has been signed by the new State Health Commissioner for Virginia Department of Health, Dr. B. Cameron Webb, and replaces the previous order. Please download and maintain a copy of the standing order for your records.
Naloxone Distribution Program Office Hours
The Naloxone Distribution Program hosts a monthly office hours session that all partners and prospective partners are welcome to attend. During these office hours, Program staff will be available to answer questions and provide guidance about the Naloxone Distribution Program and the Pharmacy Partner Hub.
The next office hour will be held Thursday, February 5th from 11 a.m. - 12 p.m. If you are interested in attending, please save the details below to your calendar:

Naloxone Returns
Partner organizations are required to return all expired, damaged, or otherwise unused product back to the Virginia Department of Health Division of Pharmacy Services. Individuals wishing to return expired product on behalf of their organization must complete the Naloxone Return Survey and include a copy of the return confirmation in the package with the product being returned. VDH will process the return form and email a prepaid shipping label to the person requesting the return.
Please only return naloxone products that are expired, mistakenly requested or received, or damaged to VDH.
Special Delivery Instructions
If your shipping address has special delivery instructions (e.g., limited delivery window, specific drop-off location details) please indicate these instructions in the “comments” section of your naloxone order.
VDH will do our best to communicate special delivery instructions to UPS to avoid orders being returned to the Pharmacy. Please reach out to us at opioidreversal@vdh.virginia.gov if you have questions about your order!
