A Note from the VDH Naloxone Distribution Team
Happy Spring, naloxone partners! As warmer weather approaches, so do opportunities reconnect with each other (spending some time outside, participating in community events, educating your community on the importance of naloxone!). The Naloxone Distribution Team would love to hear what our partners are doing this spring to reconnect! What's New?
Naloxone Distribution Program Office Hours
The Naloxone Distribution Program is hosting a monthly office hour session that all current and prospective partners are welcome to attend. During these office hours, Program staff will be available to answer questions and provide guidance about the Naloxone Distribution Program and the Pharmacy Partner Hub.

Expanded Access (At-Cost) Naloxone Distribution
Expanded Access is an extension of the High-Impact (No-Cost) Naloxone Distribution Program. This program extension provides over-the-counter (OTC) naloxone 4mg nasal spray to organizations whose intended use of naloxone does not qualify for the no-cost naloxone.
VDH provides naloxone to Expanded Access partners at cost, inclusive of the cost of the drug, processing and shipping fees. While High-Impact Partners are restricted to providing no-cost naloxone solely to high-risk individuals, Expanded Access partners are not limited by these eligibility restrictions when distributing purchased naloxone. High-Impact Partners may also participate in the Expanded Access extension, allowing them to access no-cost naloxone for high-risk individuals and purchase naloxone for individuals who may not be at the highest risk of overdose.

Naloxone Returns for External Naloxone Partners (Non-LHD)
The Naloxone Distribution Program has updated our naloxone returns process to include the provision of a prepaid shipping label to organizations that are returning expired naloxone. Individuals wishing to return expired product on behalf of their organization will still complete the REDCap return form, which has been updated with a few additional questions (e.g., est. weight of package). VDH will process the return form and email a prepaid shipping label to the person requesting the return.
Please only return naloxone products that are expired, mistakenly requested or received, or damaged to VDH.
As a Reminder...
Fentanyl Awareness Day
National Fentanyl Awareness Day (NFAD) is April 29, 2025. In commemoration of NFAD, the Naloxone Distribution Program is temporarily lifting the restriction on distribution to only high-risk individuals. Partners that currently distribute naloxone may expand distribution of naloxone, harm reduction test strips, and supplies to the general public for events related to fentanyl awareness.
Partners may order naloxone for distribution for the general public until April 30, 2025. If you need additional time to get your order submitted, please reach out to opioidreversal@vdh.virginia.gov. Please continue to include a description of your plans for any orders greater than 100 naloxone kits.

First Responders: Mail-to-Home Naloxone Pilot Program
In late February, VDH launched a Mail-to-Home Naloxone Pilot Program to allow individuals to request naloxone be mailed directly to their residence. During this pilot, first responders can leave behind a mail-to-home naloxone card with individuals who have just witnessed or experienced an opioid overdose.
First responders can order mail-to-home naloxone cards in the Pharmacy Partner Hub using the same order form used to order naloxone!
Due to resource limitations, this program will be offered only to First Responders at this time.
