A Note from the VDH Naloxone Distribution Team
Happy New Year! 2025 is off to an icy start in Virginia; thank you for your patience and flexibility as the Division of Pharmacy Services navigated both weather and water challenges this month! In 2025, we are looking forward to engaging with partners, old and new, and continuing to make improvements to the Naloxone Distribution Program to best serve those at highest risk in the Commonwealth of Virginia.
Milestones Achieved in 2024:
- Launched the new Pharmacy Partner Hub for partner organizations.

Began distribution of over-the-counter (OTC) naloxone to partners
- Began distributing naloxone 8mg nasal spray and intramuscular (IM) naloxone to eligible partner types
- Expanded test strip distribution to additional partner types, with limited use for harm reduction purposes only
- Shipped over 147,000 naloxone kits and 371,000 harm reduction test strips to partners
- Welcomed 229 new partner organizations to the Naloxone Distribution Program!

First Responders
VDH is preparing to launch a mail-to-home pilot program to allow individuals to request naloxone be mailed directly to their residence.
During this pilot, first responders can leave behind a mail-to-home naloxone card with individuals who have just witnessed or experienced an opioid overdose and are at high risk for witnessing or experiencing another. We anticipate this program to launch in early February 2025. More information is coming soon!
Due to resource limitations, this program will be offered only to First Responders at this time.

As a Reminder...
Pharmacy Partner Hub
All external (non-local health district) partners are required to use the Pharmacy Partner Hub to apply for a naloxone agreement and order naloxone and test strips. The REDCap form that you may have previously used to order to naloxone is no longer active.
If you currently have an agreement with VDH for no-cost naloxone, but have not yet registered in the Pharmacy Partner Hub, you will not be able to order naloxone for your organization until you register! Please register here: apply for a naloxone agreement.
Local health departments, except for locally administered health departments, now use WebVision Pharmacy Drugs to order naloxone and harm reduction test strips.

Naloxone Distribution Data – SFY25
In SFY25, VDH has distributed over 70,000 naloxone kits. The chart below shows naloxone distributed by partner type so far in (July 1, 2024 - December 31, 2024).

New Partner Resources
Updated to include links to the Pharmacy Partner Hub and remove links to discontinued REDCap forms.
This one pager is intended to be shared with prospective partners to provide them with an understanding of the Naloxone Distribution Program, eligibility, and how to apply. Current partners are encouraged to share with other community organizations that may be interested in participating in the VDH no-cost Naloxone Distribution Program.
This document outlines the general requirements that are included in MOUs/MOAs for all external partners. This document can be shared with prospective partners to provide them with detailed information about what will be included in their naloxone agreement.
