Governor Youngkin signed into law two legislative bills aimed at reducing youth access to tobacco and nicotine vaping products. HB 790 and HB 947 go into effect July 1, 2024.
Governor Youngkin also signed a registry bill, HB 1069, effective July 1, 2025, which prevents manufacturers from distributing any liquid nicotine or nicotine vapor product that has not received a marketing authorization from the FDA or not submitted a Premarket Tobacco Product Application (PMTA).
The FDA has not reviewed all PMTAs and will not release a list of manufacturers who have submitted one. The law potentially reduces the types of nicotine products on the market; however, the FDA has a public list of the only 23 e-cigarettes that may be legally marketed in the United States.

Meet Our TCP Partners: Kendal at Lexington
Kendal at Lexington, a beautiful, tranquil, and renowned Not-For-Profit Life Plan community located in Lexington, Virginia, accomplished a new goal for the new year – to become a smoke, vape, and tobacco-free campus as of January 1st, 2024.
Key factors behind the program's success included a comprehensive support system, a strong sense of community, and peer support which creates a supportive environment and fosters a sense of accountability and motivation. VDH participated in our Employee Health and Wellness Fair in the Fall of 2023 and provided staff with information and free cessation resources. Our Employee Medical Insurance and Employee Assistance Program provided staff with convenient and confidential access to cessation tools.
Several employees have successfully quit, leading to notable improvements in their health. The smoking cessation program at Kendal at Lexington exemplifies a successful, community-driven approach to tackling addiction.
As more retirement communities and businesses look to implement similar initiatives, Kendal at Lexington stands as a model of excellence in promoting a smoke-free, healthier lifestyle for its employees.

Juneteenth: Celebrating Freedom and Addressing Tobacco Health Disparities
Juneteenth, celebrated on June 19th, marks the day in 1865 when the last enslaved African Americans were freed.
This day is important not only for its historical significance but also for highlighting ongoing issues, such as health disparities in the African American community. One major health issue is tobacco usage.
African Americans are often targeted by tobacco companies, especially for menthol cigarettes. This has led to higher rates of smoking and smoking-related illnesses in the community. On Juneteenth, it's crucial to focus on reducing tobacco use to improve health outcomes.
Educating people about the dangers of smoking, providing help for those who want to quit, and changing policies can make a big difference. By addressing these issues, Juneteenth can be a day that promotes both freedom and better health for everyone. This way, we honor the past and work towards a healthier future for all.
