IMPORTANT UPDATE: Auto-reenrollment and Open Enrollment Effectuation Dates

Hello Exchange Agents,

As we begin ramping up our preparations for Open Enrollment, you may notice more frequent communication from the Health Benefit Exchange.  At this time, in order to ensure everyone receives all of the relevant updates, we will send emails from our Exchange Agents email box and from Virginia’s Insurance Marketplace.  Please see below for some important updates for Open Enrollment: 

Key Take-aways: 

1. Please note below new effectuation dates for coverage beginning with Open Enrollment for PY2025.  Enroll by Dec. 31, 2024, for January 1, 2025, start date.
   
   
2. Pre-renewal notices are being sent to consumers this week.
   
   
3. All consumers will be auto-reenrolled.  If they did not give consent re-run eligibility, they will be auto-reenrolled at full cost.  
   
   
4. If consumers wish to update their consent to allow us to re-run eligibility prior to auto-reenrollment, they must do so by Sept. 15, 2024. 

Details for Above Take-aways

1. Open Enrollment (OE) on Virginia’s Insurance Marketplace will begin at 12:01am Nov. 1, 2024, and run through 11:59pm Jan. 15, 2025.  For coverage effective dates of Jan. 1, 2025, enrollments need to be completed by Dec. 31, 2024.  Enrollments completed between January 1, 2025, and Jan. 15, 2025, will be effective Feb. 1, 2025. 
    
2. Pre-renewal notices are being sent this week to all consumers. Sample notices were attached to the email sent from ExchangeAgents@scc.virginia.gov. These notices will provide the following information: 
   
   
   1. Information about auto-reenrollment into health plans and, if applicable, dental plans. 
      
      
   2. If consumers wish to update their consent to allow us to rerun eligibility, they must do so by Sept. 15, 2024.  
      
      
   3. A reminder about the need to reconcile premium tax credits in order to remain eligible for financial assistance. 

Reminders

1. Please complete your training and certification no later than October 25, 2024, to ensure that you are certified and ready to sell on November 1, 2024.
