EMMA® at 10: Even Better for Investor Relations

Information about issuers and their municipal securities will be much easier to find when the Municipal Securities Rulemaking Board (MSRB) unveils an enhanced design and improved navigation on its Electronic Municipal Market Access (EMMA®) website. Since 2008, thousands of municipal securities issuers have come to appreciate the value of EMMA as an investor relations tool. EMMA continues to evolve to serve the needs of investors, issuers and other market participants.


Improved navigation will provide direct access to an interactive map to find each issuer’s unique homepage. Take advantage of EMMA’s free tools for customizing your issuer homepage to ensure investors can easily find your contact information and a verified list of your outstanding bond issues.


For the City of San Diego, a customized EMMA homepage has completely eliminated the need to maintain a separate investor information website.

Understanding the Regulatory Framework of Municipal Market Derivatives

With the elimination of tax-exempt advance refunding bonds in the Tax Cuts and Jobs Act of 2017, issuers may be considering alternative structures such as municipal market swaps and other derivatives to refinance outstanding municipal bonds prior to their first call date. Understand the protections in place for municipal entities with the MSRB’s issue brief on the regulatory framework for municipal market derivatives. While the Commodity Futures Trading Commission (CFTC) and Securities Exchange Commission (SEC) have primary regulatory authority over the various participants in the swaps and derivatives market, derivatives regulation intersects with MSRB rules for municipal advisors.


The MSRB’s issue brief complements resources available from the Government Finance Officers Association and the National Association of Bond Lawyers
