Leesburg Customer Assistance Program Officially Launches

Leesburg, VA (August 13, 2024) – The Leesburg Customer Assistance Program (LCAP) has officially launched.

LCAP provides assistance to in-town utility customers with financial hardships who are struggling to pay a portion or all of their quarterly utility bill. Earlier this year, the Town Council appropriated $100,000 from its General Fund Unassigned Fund Balance as initial funding for the program.

To be eligible, LCAP participants must be a Town resident; have an active in-town residential water and/or sewer service account; have a household income at or below 50% of Area Median Income; and have a demonstrated or documented need for assistance. There is an annual contribution limit of payment of two quarterly bills, or a maximum of $650 per household, whichever is greater.

Loudoun Cares was selected by the Council to administer the new program following a competitive grant process.

Those in need of assistance in paying their utility bill should go to www.LoudounCares.org and select the Utility Assistance button to submit a pre-screening application. Following submittal of the application, a Loudoun Cares representative will follow up directly with the utility customer. The pre-screening applications are available in English and Spanish.
