Leesburg Town Council Adopts Fiscal Year
2019 Budget, Sets Real Estate Tax Rate at 18.4¢

VA (April 10, 2018) – On Tuesday, April 10, 2018, the Leesburg Town Council adopted the real
estate and personal property tax rates for the 2018 calendar year and approved
the Fiscal Year 2019 Budget and Fiscal Year 2018-2023 Capital Improvements
Program (CIP). The Council maintained the
current real estate property tax rate at 18.4¢ per $100 of assessed value.
The adopted Fiscal Year 2019 General Fund Budget, including debt
service, totals $59 million which is a 3.3% increase over Fiscal Year 2018. The
budget includes four new full-time positions in the General Fund that address
issues of cybersecurity, keeping up with new construction, and improving
customer service through business efficiencies and technology applications. Two
additional positions were added in the Utilities Fund to accommodate 24/7
operations at the Water Pollution Control Facility.
As part of the budget adoption, the Council also adopted the Fiscal Year
2018-2023 Capital Improvements Program (CIP). The CIP includes 40 projects,
totaling $168.4 million over the six years of the program. For Fiscal Year
2019, the CIP is $42.4 million. Notable
projects in the Capital Improvements Program that will begin construction in
Fiscal Year 2019 are utility relocation for the Route 7/Battlefield Parkway
interchange, the final phase of Sycolin Road widening from Tolbert Lane to the
southern town corporate limits, and the widening of Evergreen Mill Road.
Expansions of the Police Department building on Plaza Street and the refurbishment
of the Town Shop building on Russell Branch Parkway were added to the six-year
CIP in Fiscal Years 2020 and 2023, respectively.
The newly-adopted Fiscal Year 2019 Budget and the Fiscal Year 2018-2023
Capital Improvements Program will be available for download from the Town’s
website at www.leesburgva.gov/budget within the next
