Virginia Housing Trust Fund-Homeless Reduction Grants
The Virginia Housing Trust Fund - Homeless Reduction Grant application is now open. The goal of the HTF-HRG program is to reduce homelessness in the Commonwealth of Virginia. The Virginia Department of Housing and Community Development (DHCD) will support CoC strategies and homeless service projects that are or will be a part of an effective emergency crisis response system to ensure that homelessness is rare, brief, and one time.
All applicants will be required to submit their project applications through the CAMS system in order to be considered for the 2025 HTF-HRG program.
The 2025 HTF-HRG program will support three project types:
- Rapid Re-housing
- Underserved Populations Innovation Project
- Permanent Supportive Housing (housing stabilization services and rental assistance for chronically homeless)

Do not miss out on this opportunity to provide new permanent supportive housing programs in our community. The US Department of Housing and Urban Development (HUD) is now accepting applications for the Continuum of Care (CoC) Builds funding. This funding allows for the addition of new permanent supportive housing units through new construction, acquisition, or rehabilitation for individuals and families experiencing homelessness.
OPEH is encouraging eligible organizations to submit applications for projects that meet the criteria outlined in the Notice of Funding Opportunity (NOFO). In accordance with the NOFO, only one application will be selected and submitted by OPEH to HUD, and the maximum amount that can be requested is $7,500,000. Interested applicants are encouraged to download the NOFO. Instructions on how to prepare the application, including the narrative responses that are to be scored, are found in the NOFO.
