Hello, Springfield District,

As we move deeper into the fall season, I want to begin by thanking our Fairfax community for its strong support of the $460 million school bond referendum. This investment in our schools reflects a shared commitment to safe, modern learning environments for our students and staff, and I am deeply grateful for the trust our voters have placed in Fairfax County Public Schools.

Over the past few weeks, I have had the opportunity to connect with so many of you across our schools and community. From Ravensworth Elementary School’s PTA Trunk or Treat and the Open House and Community Boundary Review meeting at the new western high school, to Community Boundary Review meetings with the Chantilly, Fairfax, Lake Braddock, West Springfield, and Woodson pyramids, I continue to be inspired by the engagement and thoughtful dialogue of our families and staff. I was also grateful to participate in “AI: Meeting the Moment,” attend the Silverbrook Elementary Veterans Day Program, and join our Advisory Committee for Students with Disabilities at their recent town hall.

I’ve also had the opportunity to visit several of our schools alongside local and state leaders, including Fairfax High School with Senator Saddam Salim, Delegate David Bulova, and Member, At-Large Kyle McDaniel; West Springfield High School with Delegate Kathy Tran and Mr. McDaniel; South County Middle School with Delegate Tran; and Oak View Elementary and Robinson Secondary School with Delegate Dan Helmer and Braddock District Representative Rachna Sizemore Heizer. I also appreciated visiting the Inclusion Program at Greenbriar East Elementary with Ms. Sizemore Heizer and connecting with families at the Centreville High School PTA meeting. Finally, I was proud to represent Fairfax County at the Virginia School Boards Association Annual Convention and present alongside colleagues from across the Commonwealth.

📍 Comprehensive Boundary Review

At the School Board’s November 12 work session, Superintendent Dr. Michelle Reid presented an update to the FCPS Boundary Review to include a discussion on the programming and boundaries for the new western high school. See more information regarding the western high school programming below.

🏛️ 2025 Legislative Program Discussion

Also at the November 12 work session, the Board discussed its 2025 legislative program priorities. The School Board regularly engages with local, state, and federal public officials and others regarding its positions on legislative policy and budget issues important to Fairfax County Public School students, teachers, staff, parents, and the broader Fairfax community. The School Board also partners in this work with other Virginia school divisions, as well as statewide educational advocacy organizations, such as the Virginia School Boards Association.  

A key component of this ongoing engagement is the School Board’s Annual State and Federal Legislative Program, which contains the School Board’s priorities and positions on state and federal issues of both current and ongoing significance. The Program also includes a Joint Legislative Position, adopted in conjunction with the Fairfax County Board of Supervisors.

💰 Fiscal Year 2027 Fiscal Forecast

The Fiscal Year (SY) 2027 Fiscal Forecast was also discussed at the School Board’s November 12 work session. To initiate the FY 2027 budget planning process, the fiscal forecast for the School Operating Fund was presented. Superintendent Reid and Chief Financial Officer Leigh Burden outlined the significant pressures shaping the forecast, including continued economic uncertainty, ongoing federal instability, and chronic state underfunding, all of which directly affect FCPS revenue projections. The forecast included projections for key financial areas that drive the budget development process, such as revenue and expenditure assumptions, including employee salaries and benefits, as well as student enrollment. 

The Superintendent’s presentation reviewed the major cost drivers for FY 2027: step increases, a 3% market scale adjustment required under the collective bargaining agreement, benefit rate changes, enrollment shifts, and rising contractual expenses. These required expenditures total nearly $194 million, while anticipated revenue growth remains limited, resulting in a projected budget gap of approximately $180 million. The forecast emphasized that these figures reflect base operational needs only and do not include new strategic investments.

The presentation also highlighted the difficult decisions made to balance the FY 2026 budget, which required $121.3 million in reductions, including staffing formula adjustments, compensation changes, and delays in planned initiatives. The Superintendent noted that FCPS continues to provide services well beyond state Standards of Quality (SOQ) levels, meaning reductions invariably impact student experience and classroom support.

⏰ K-12 School Start Times Project Update

At the October 23 regular meeting, the Superintendent provided an update on the healthier school start times effort, including an outline of the initiative's history and a review of the development of two models about which families were recently surveyed.

The School Board voted to direct the Superintendent to postpone any divisionwide implementation of changes to school start times until no earlier than the 2027–28 school year and to develop a plan outlining viable start time options that, where possible, are budget-neutral and minimize impacts on staff.

Such a postponement will allow for full deployment of new transportation routing software and consideration of boundary updates, which could have a major impact on potential future start time options.

🏫 New Western High School Programming

Also at the October 23 meeting, Superintendent Reid provided a presentation on programming plans for the new Western High School, which will serve as a comprehensive high school with a projected capacity of more than 2,000 students. Located on a 32.7-acre site, the facility includes extensive academic, arts, and athletic amenities, including three gyms, an indoor pool, science and robotics labs, a 650-seat theater, and outdoor classrooms. The new school is anticipated to help alleviate overcrowding at Centreville and Chantilly High Schools.

In addition to the typical offerings found in other high schools, programming options under consideration include pathways in Aerospace, Artificial Intelligence, Data Science, Humanities, and Leadership, each designed to integrate real-world learning with industry-recognized credentials and capstone experiences. The School Board voted to approve the new western high school location to be a comprehensive high school with traditional boundaries, which includes a special programming pathway option, and the following enrollment plan will be implemented: 2026-2027, Grades 9 and 10 opt-in. The Board has begun the process to name the new school and is expected to finalize the decision in early 2026.

⚠️ Virginia State Changes to SOL Cut Scores

At the October 23 regular meeting, the Board discussed changes regarding the Virginia Department of Education's (VDOE) planned changes to the current Standards of Learning (SOL) Cut Scores. These scores determine the minimum points students must achieve to pass or pass advanced on the SOL exams.

While younger students' SOL scores don't affect their progression, high school students must pass five SOLs to graduate. Drastically altering these cut scores could significantly impact our students and those across the entire Commonwealth.

Timing and Impact

These revised cut scores have not yet been released, but the VDOE expects to implement them during the current 2025-26 school year. This leaves very little time for school divisions to adjust teaching methods and prepare students effectively.

As education leaders of seven of the top 10 high schools in Virginia and the fifth-ranked school system in the country, we take pride in our students' performance as a national model. We firmly believe that the effective way to raise student achievement is by improving how we educate students, not by changing how we test them at the last minute.

Potential Consequences

When cut scores change, many families may see their child suddenly marked as failing, even without a change in their performance. We view this not as an effort to raise expectations, but as a continued attempt to label Virginia’s students as failing to discredit the power and promise of public education.

⚠️ Understanding the State Accountability and Standards of Learning (SOL) Changes

The Virginia Board of Education and the General Assembly are planning significant changes to SOL assessments. These changes will have a significant and potentially detrimental impact on schools and students.

FCPS is a model of excellence: home to 7 of Virginia’s top 10 high schools and 262 National Merit Semifinalists this year. But with these upcoming changes, many schools and students across the state could be unfairly labeled as failing.

October Community Boundary Review meetings are complete. Thank you to all who participated! If you missed your pyramid’s meeting, you may view the slides at your convenience. 

You may continue to explore and visualize how the latest draft boundary map, Scenario 4, affects boundaries using our Boundary Explorer Tool. As a reminder, Scenario 4 is currently the only option under consideration. Scenario 3 is included in the Boundary Explorer Tool only as a point of reference and comparison, similar to the map that shows current school boundaries. 

The feedback in the Boundary Explorer Tool will be shared with the Superintendent's Boundary Review Advisory Committee as they prepare a recommendation for the superintendent.

The 2026 Special Education Family Conference will be held on Saturday, March 21, 2026, from 8:30 a.m. to 3:30 p.m., at Marshall High School. Monitoring Support for Your Child in ParentVUE

All FCPS schools use an approach called Multi-Tiered System of Supports (MTSS) to make sure every student receives the help they need to learn. 

MTSS helps school teams deliver high-quality instruction for all students and provide extra time, support, and interventions as needed. Families are partners in this process. Your child’s school will share information about their individual learning, needs, and progress.

To see your child's intervention plans and progress, log in to SIS ParentVUE. Families can expect progress to be updated quarterly.

 

✔️ Understanding the Annual Youth Survey

In the Academic Matters portion of the October 23 School Board meeting, Dr. Reid discussed the 2024-25 Fairfax County Youth Survey, which found that the mental health of FCPS students is improving. The annual survey is comprehensive, anonymous, and voluntary, and asks questions about behaviors, experiences, and risk and protective factors.

🔬 Regional Science and Engineering Fair Judges Needed

The Fairfax County Regional Science and Engineering Fair will be held Saturday, March 14, at Robinson Secondary School. Each year, more than 250 judges are required to evaluate science fair projects in a wide variety of categories ranging from plant science to engineering technology. 

Volunteers serving as judges should hold an advanced degree or possess extensive academic and/or professional experience in their selected judging category. However, all interested individuals are encouraged to apply

Please note that parents and caregivers, teachers, and family friends are not permitted to judge in categories in which their child, student, or family friend’s child is competing.

💻 Action Required! Update Your Permission for Google Tools

Google recently made changes to how educational applications are managed and accessed on the Chrome web browser and Chromebooks. Many applications are moving from the Chrome Web Store to the Google Play Store. 

To ensure your child can continue accessing all approved instructional tools, FCPS has updated its digital consent platform to include both the Chrome Web Store and the Google Play Store.

Please review and provide your consent through our easy-to-use Parent Digital Consent system for these two new options:

Parents Can Manage Screen Time on FCPS Devices

FCPS offers the Lightspeed Parent Portal to help you manage screen time on your child's FCPS device at home. With a Parent Portal account, you can control your child’s access to YouTube and pause website browsing during after-school hours.

Please note that parent controls are active only during after-school hours, defined as Monday through Friday from 3:30 p.m. to 6 a.m. (including student holidays) and all day Saturday and Sunday.

🙋 Volunteer Registration Update

Due to the overwhelming response from our community, FCPS is temporarily pausing fingerprint requirements for most Level 3 volunteers. 

Those scheduled for an upcoming fingerprinting appointment, please cancel your appointment unless you are a mentor, host parent, or non-parent volunteer having frequent, direct, and unsupervised contact with students, which will still require fingerprinting. FCPS will be charged if individuals miss a fingerprinting appointment without canceling in advance.

Those who have already been fingerprinted will be processed to be eligible for all Level 3 opportunities. ​​​​​​​

Field trip chaperone opportunities will now be classified as Level 2 (not requiring a background check). 

To ensure continuous safety, all new volunteers are required to sign a Volunteer Certification Statement. This statement is a legal attestation confirming you have no history of violent felonies, physical/sexual crimes against children, or crimes of moral turpitude.

❄️ Prepare for Winter Weather

Winter weather will be here before you know it! Watch this video to see how weather closing decisions are made at FCPS. 

FCPS’ website is generally the first place to find out about emergency weather closings. Other communication channels will be used as quickly as possible, including email, text, social media, and news stations. Learn more about how schedule changes are communicated.

Be sure to plan for the winter season. Verify and update your contact information in SIS ParentVUE, bookmark the FCPS website, and arrange emergency child care if needed.

⛄ Keep Your Child Warm During Outdoor Activities

Your school’s principal will monitor the weather for low temperatures, wind chill advisories and warnings, and weather advisories that may prevent children from being outside. Make sure your child is dressed appropriately with a warm coat and other cold-weather clothing, so they can comfortably enjoy their time outdoors. See the National Weather Service’s tips on staying safe during cold weather.

If you need assistance getting cold-weather clothing for your family, please call Fairfax County Coordinated Services Planning (CSP) at 703-222-0880. Their multilingual staff can assist with any challenges you are facing, including food, shelter, employment, financial assistance, and health.

 

Inclusive Practices Across FCPS

In the Academic Matters portion of last week’s School Board meeting, Dr. Reid presented on Universal Design for Learning (UDL) and inclusive practices in FCPS, which are part of the 2023-30 Strategic Plan’s Goal 2: Safe, Supported, Included, and Empowered. 

UDL helps educators minimize any barriers to learning. Every student is unique, and UDL helps guide teachers and provides the tools they need to be flexible and meet the needs of each unique student. 

Inclusive practices aim to create a school environment where all students — no matter their background, abilities, or needs — can learn together in the same classrooms. This helps everyone grow, learn from each other, and achieve their full potential. FCPS is committed to helping every student feel included and supported.

Centreville High School held its Inaugural AVID Signing Day, an event that brought together its 9th-grade AVID students and Liberty Middle School’s AVID students. During this celebration, students wrote heartfelt letters to their families, committing to their continuous effort and growth in their education. They spoke not only about the strategies they are learning to support their success, but also about the meaningful relationships they’ve built with one another and with their teachers. Way to go!

Key Center speech therapists (SLPs) Aimee Rand, Katie Huynh, and Rachael Ackerman recently used Artificial Intelligence (AI) to make learning fun for all the students. They led a project where every class got to invent their own imaginary class pet. Students made choices to pick things like the pet's color, fur, or wings. Then, the AI tool on Canva instantly created an awesome digital picture of their pet! Going above and beyond, SLP Aimee Rand then sewed and stuffed physical, cuddly versions of the AI pets. Key Middle School was vibrating with energy last month, as more than 100 middle school students from across FCPS gathered for TheatreMania 2025 — a day-long celebration of creativity, collaboration, and community in the performing arts. TheatreMania gave sixth, seventh, and eighth graders the opportunity to explore the many sides of theatre — from stage combat and makeup design to directing and choreography to puppetry and Shakespeare. The Region 4 Leadership Team and I are pleased to announce Shannon Mueck as the new principal of Ravensworth Elementary School.

Mrs. Mueck is a dedicated and experienced instructional leader with a deep commitment to instructional excellence and inclusive practices. She has successfully served as Interim Principal at Ravensworth Elementary since the start of the current school year. As a leader, she prioritizes the fostering of a caring culture, the cultivation of highly effective collaborative teams, and the improvement of outcomes for all learners.

Prior to Ravensworth, Mrs. Mueck was the Assistant Principal at Silverbrook Elementary School, where she was instrumental in developing instructional capacity, leading the Multi-Tiered Systems of Support (MTSS), and managing special education administration. Her expansive career includes teaching and leadership roles in tribal schools and Department of Defense schools across Japan, California, Washington, and Virginia. She has received significant recognition, including the DODDS Woman Educator of the Year and multiple FCPS Special Education PTA awards. 

Mrs. Mueck holds a Master of Arts in Educational Leadership and Policy Development from Virginia Polytechnic Institute and State University. She also earned a Bachelor of Arts in Communications/Broadcast Journalism from the University of California – Davis and possesses extensive credentials in special education and general teaching.

The South County Student Leadership Program brought the national “Dude Be Nice” campaign to Stallion Nation, spreading a message that kindness and respect matter every day. The Thomas Jefferson High School for Science and Technology AI in Society (Human Inquiry Into Tech) Club organized a field trip to Georgetown University on October 15 for students to attend "Raising AI," a lecture by renowned inventor Professor De Kai (creator of the world's first language translator, the precursor to Google Translate). Students gained insight into the foundational principles of AI and were encouraged to consider how they can contribute to its ethical development. The event concluded with an engaging audience Q&A and a chance for students to speak with the professor individually.

Thirty-nine students representing 18 FCPS high schools and two FCPS elementary schools have been selected for the 2025 All-Virginia Orff Ensemble, the 2025 All-Virginia Jazz Band and Jazz Ensemble, and the 2025 Virginia Music Education Association Senior Honors Choir. 

Students throughout Virginia went through a rigorous audition process to audition for positions within these ensembles. Participants will rehearse with nationally recognized conductors and collaborate with fellow musicians.

💡 2025 World Series of Innovation

The 2025 World Series of Innovation, a free annual global competition, invites young people ages 5-24 to imagine bold solutions to some of the biggest challenges facing humanity. This year’s competition invites young innovators worldwide to design creative, actionable projects aligned with the United Nations Sustainable Development Goals. Prizes range from $300 to $1,500, with a special prize given to the school or organization that has the most submissions. Competitors can participate individually or as part of a team, with submissions due by December 12, 2025.

The county’s Federal Workforce Resource Hub is intended to help navigate current and future challenges for residents, government employees, active military or veterans, contractors, nonprofits, and businesses that may be affected by actions, changes, or disruptions to federal services or employment.

Community Resources for Families in Need

Through partnerships with community-based organizations and other Fairfax County agencies, Fairfax County Coordinated Services Planning (CSP) provides information, referrals, and advocacy to help individuals connect with services, including basic needs (food, shelter, clothing), financial assistance, health care services, and referrals to other services and resources.

Use the Emergency Food Access Providers website to find out where to access food or donate to your local food bank. Our community is strongest when we support each other!

 

🍂West Springfield High School Crew Leaf Raking

The air is starting to get crisp, and leaves are starting to fall, which means it is time to schedule the West Springfield High School Crew Team to rake your yard this season.

This is a win/win opportunity - they clear your yard while you help them raise funds for the upcoming season. This fundraising opportunity helps make it possible for many of their rowers to participate in this club sport.

  • They will rake every Saturday and Sunday through December 21. 
  • Crews are 3-4 rakers (always with an accompanying parent) 
  • The fee is  $15 per hour per raker 
  • Their minimum job is $90; their average job is ~2.5 hours
    •  Tips are always welcome! 
  • You provide the paper bags or containers
    • Remember, Fairfax County requires containers or paper bags for yard waste.
  • They bring the rakes, blowers, and brawn and move the leaves to a location of your choice. 
  • There are two raking sessions per weekend day: 8 a.m. and 1 p.m.

🌲 Robinson Secondary School Tree Stand

The Robinson Secondary School Baseball Program is holding its annual tree stand opening on Saturday, November 22, 2025, from 9 a.m. to 8 p.m. Trees were cut the second week of November, and the program has used the same grower for 34 years. They always supply great trees that are always fresh.  All trees have a hole drilled in the base, are netted, and loaded into your car at no extra charge.

Tree stand hours are as follows.

  • Saturday, November 22: 9 a.m. to 8 p.m.
  • Sunday, November 23: 10 a.m. to 7 p.m.
  • Monday, November 24 and Tuesday, November 25: 5 to 8 p.m.
  • Friday, November 28: 9 a.m. to 8 p.m.

Prices for trees and wreaths vary depending on size, quality, and availability.

The stand will be held on the Robinson outdoor basketball courts, and cash or checks made payable to “Robinson Secondary School” will be accepted.

Families are encouraged to apply for free and reduced-price meals at any time during the school year. 

If your income changes — for example, due to a furlough, layoff, or job loss — you may become newly eligible. Once approved, your benefits stay active for the rest of the school year and for the first 30 days of the next school year.

Winter Break camps and activities are now open for registration. If you have eligibility letters from Food and Nutrition Services, be sure to keep them on hand to apply for scholarships and discounts.

Services for Hearing-Impaired and Visually-Impaired Students

Students with sensory disabilities require special services and support to access instruction that is typically presented auditorily (by means of hearing) and visually. FCPS provides educational services to students who are deaf, hearing-impaired, or visually impaired. They are supported in various settings, including at their school site or through itinerant specialists who travel to different schools to work with students, rather than being based in a single school. Some families may be looking for additional resources to help support their child’s academic success. The Family Resource Center (FRC) maintains a list of FCPS employees who hold a valid Virginia teaching credential and who are available to hire as tutors. Families are responsible for contacting and working directly with the tutors. This list is not approved by FCPS and is only meant as a resource for families.

FCPS also partners with Varsity Tutors to provide students and families with extra resources for learning. Every student can take advantage of Varsity Tutors' services at no cost, including weekly live online classes, on-demand 24/7 chat tutoring, essay editing, and study resources such as recorded content, practice problems, and diagnostic tests.
