Middle School After School Program/Budget Information
Fairfax County (not FCPS) directly funds crossing guards, the middle school after school program, school nurses, bridge to kindergarten, and a few other programs directly related to the schools. mostly through the neighborhood and community services program (NCS.) The county executive released his proposed budget to the board of supervisors last week and in it, he proposed eliminating county funding for high school crossing guards, the middle school after school program, and the bridge to kindergarten program, among others that impact the schools.
There are about 49 positions and $7.7 million that the county executive is proposing to be cut related to FCPS.
Of course, the Board of Supervisors (BOS) has not yet voted on or passed the county budget - this is the proposal from the county executive. The BOS will then hold public hearings before they pass their budget. Those cuts are not proposed by FCPS as they are part of the county budget.
As I am sure you know, we only adopted our advertised or proposed budget. This is just our "ask." Unlike other school systems, we don't have the authority to fund ourselves, so we are reliant on our state, county, and federal partners to fund us. The bulk of our funding comes from the county. So, once we pass our budget "ask," we then have to wait for the state and the county (and federal government) to pass their budgets, at which point we will know how much funding we receive. We will then pass our final budget in May, which may require some cuts or changes if we are not funded for the full amount of our ask. These proposed cuts are funded by the county and passed as part of the county's budget, not FCPS' budget. If the county passes its budget retaining any of the cuts proposed above, then either we will have to fund them ourselves or the programs would go away. Based on current county and state budget proposals, our shortfall is already 121 million from our advertised budget. I imagine it would be hard to absorb an additional 7.7 million of costs should the county decide to pass a budget that cuts those programs. But we are not there yet as the county is just beginning the budget process.
It is early in the process so many things may change. The BOS will pass its budget on May 13 at which point we will have a better sense of our revenue. We will then pass a revised budget on May 22.
