Report: Virginia Chronically Underfunds Schools

Dear Providence District Families,

I hope you are having a wonderful summer break!

Last week, I enjoyed attending the Summer Graduation Ceremony at Marshall High School, where some of our Providence District seniors received their diplomas. Graduations and other special celebrations are an excellent reminder of the limitless potential of our students in Fairfax County Public Schools.

Congratulations also to our athletes in FCPS who spent last week trying out for fall sports. I look forward to cheering you on this year!

Can you believe that the first day of school is less than three weeks away? This newsletter includes information about a recent report on Virginia’s inadequate public school funding formula, an update on Virginia’s proposed math standards, as well as a checklist for families getting ready for the first day of school on August 21st.

In service,

Karl Frisch

Vice Chair and Providence Representative

Report: Virginia Chronically Underfunds Public School

A few weeks ago, the Joint Legislative Audit and Review Commission (JLARC) in Richmond released a noteworthy report on the way Virginia funds public schools. Some of the Commission's findings include:

  • Virginia’s funding formula for schools has been underfunding the state’s contribution to FCPS by hundreds of millions of dollars.
  • Virginia school divisions receive less K–12 funding per student than the 50-state average, the regional average, and three of Virginia’s five bordering states.
  • School divisions in other states receive 14 percent more per student than school divisions in Virginia, on average, after normalizing for differences in cost of labor among states.
  • This equates to about $1,900 more per student than Virginia.
  • Virginia’s constitution indicates the Commonwealth has a fundamental legal obligation to fund its K–12 public education system.

This thorough report proves that in order to stay competitive, Fairfax County Public Schools, one of the nation’s ten largest school systems, Virginia must provide increased funding. For more information, I encourage you to read the full JLARC report.

Update Immunizations and Records

Immunizations help protect students from serious diseases and are required for public school entry. Many children missed their well check-ups and their recommended childhood vaccinations during recent years because of disruptions from COVID-19. It is critical to catch up to keep children healthy and ready for school.

While COVID-19 vaccinations are not required, many other immunizations are. Check with your student’s healthcare providers now to make sure they are up to date on their immunizations.

Visit the Fairfax County Health Department website for a list of clinics or contact your family’s healthcare provider. Appointments are required for most clinics.

Remember to request documentation of your child’s immunizations to provide to their school. Get more information on immunization requirements and the necessary documentation to share with your child’s school.

Save the Date: Back To School Nights

The schedule for back-to-school nights is available online by region: Region 1, Region 2, Region 3, Region 4, Region 5, and Region 6. Don’t know your school’s region? Search for your school in the Schools and Centers Directory, then click on your school’s name.

Welcome Back to School

Free and Reduced-Price Meal Applications Available

According to the Centers for Disease Control, eating breakfast at school is associated with better attendance rates, fewer missed school days, and better test scores. Students who qualify for free and reduced-price meals receive breakfast and lunch at school at no cost.

As of October 31, 2022, approximately 34% of students in FCPS qualify for free and reduced-price meals. Families in FCPS that are earning less than 185% of the poverty level can receive meals for their students at no cost.

Families should complete the application before the start of each school year. Approved applications may also qualify students for additional benefits. View the criteria and apply on the Free and Reduced-Price Meals webpage. Families should reach out to their schools with questions or for assistance.

Some schools participate in the Community Eligibility Provision (CEP). All students enrolled at these schools will be offered breakfast and lunch each day at no charge. Households with students attending these schools will not be required to submit a meal application form for their students to receive meals at no charge. Each household with students attending these schools will receive communication about the CEP, including contact information for any questions. Check the list of schools participating in the CEP.

Families and students from other schools who would like to apply for free and reduced-price meals may view eligibility guidelines on our website.

Summer Meals

Summer meals will continue to be available at select locations through Friday, August 11. Visit the Summer Meals webpage for details.
