Superintendent's Message
Top 5 Things to Know: 1. NEW Virginia Literacy Act intervention instructional program guide and supplemental instructional program guides for grades 6-8 were approved along with additional textbooks and instructional materials for K-12 Mathematics. 2. VDOE staff provided an update on the History and Social Science instructional guides. Standards implementation remains on track and underway. Check out the roll out plan and calendar here. 3. The Board made more progress on their 25% regulatory reduction goal. Dig in to , , and to learn more. 4. The Region 2 Recovery School received unanimous support through a Board Resolution to open this fall. This will be a must-see model to learn from. 5. The Board approved of the process for proficiency standards setting for VDOE to begin outlining next steps. Communication is key and you will receive regular updates on next steps.
Areas of interest: Next steps for Seat Time Flexibility and Work-Based Learning will be on the May agenda.

Yesterday the Board of Education hosted some of the 2025 Teachers of the Year to hear about best practices underway in their schools and communities.

Today the Board of Education hosted the Patriot Singers from Patriot High School in Prince William County. The Patriot Singers have consistently earned superior ratings at assessments and festivals, and many students are selected annually for county, district, state, division, and national honor choirs. |
As part of national reading month, Yorktown Elementary in York County Schools is rolling out a new program to turn travel time into story time. "Ride & Read" is a new partnership with the transportation department and promotes the benefits of reading at least 20 minutes every day. Each bus driver was provided a collection of books students can check out on the way to and from school each day. What an awesome way to encourage reading! #EverybodyReadsVA

VDOE Attendance Symposium for Division Leaders

The Virginia Department of Education invites school division superintendents or an attendance leader designee to a one-day symposium May 5, 2025, Henrico, VA to collaborate on upgrading division-level attendance practices, supports, and local policies.
Symposium topics will include:

Information regarding VDOE attendance priorities

Resources for upgrading division-level attendance practices
-
A division leader panel to share strategies and initiatives that are having a positive impact on attendance
-
An opportunity for action planning to improve attendance practices, supports, and policies in your division
At this time, we can only accept one representative from each school division. Division superintendents are invited to register or send an attendance division leader. This registration form has an option to include an additional attendance leader who will be invited to attend if space is available. The additional attendance leader will be notified by April 11.

VDOE Fine Arts Summer Professional Learning

Webinar sessions provide relevant and accessible professional learning for Virginia’s fine arts educators related to implementation of the Fine Arts Standards of Learning and content of newly released Instructional Guides. Sessions are intended to support both new and returning fine arts educators and leaders in preparing for the 2025-2026 school year. Sessions will be offered live and will be recorded. Recorded sessions are posted to the VDOE website.
Educators and leaders who attend the live session and complete an exit survey will be sent a certificate of participation for one hour of professional learning. Certificates will not be offered by VDOE for viewing recorded sessions.

VDOE will be working with Virginia Works and stakeholders in the coming weeks to identify additional ways to help people better match work experience with needed skill sets in the classroom or critical division roles and assist with qualification alignment.

Important Reminder Concerning Retention of Records Pertaining to the Use of Coronavirus State and Local Fiscal Recovery (CSLFRF) Grant Funds

Retaining documentation for expenditures related to the Coronavirus State and Local Fiscal Recovery Funds (CSLFRF) grant is crucial to ensure compliance with federal regulations and accountability standards. Proper records provide evidence that funds were used in alignment with the grant’s objectives and guidelines. These records must also be made available to VDOE upon request to facilitate oversight and ensure adherence to state and federal requirements. Additionally, all documentation should be retained through June 30, 2032, to meet federal record-keeping requirements and support any potential audits. Maintaining these records reflects responsible stewardship of public funds and reinforces trust in the organization's management of federal resources.
This guidance will be updated as required to remain in compliance with federal regulations related to these Funds.

ALL In VA
ALL In Division of Distinction Award – Application Extended to April 25

The Virginia Department of Education is calling on all school divisions to apply for the ALL In Division of Distinction award. This award celebrates the hard work of school divisions in implementing and successfully executing their ALL In plans. Those school divisions that have seen outcomes for students in attendance, literacy and math, and learning loss recovery should apply for this recognition. The department will use evidence and data from the application process to select ALL In Divisions of Distinction.
Interested school divisions should complete the following application, submit the following evidence, and create a video to elevate their hard work. Submissions are due April 25, 2025.
Specifications and requirements for the video:

Export the video in .mp4 or .mov format. 720p or 1080p resolution is recommended

Video should be produced in horizontal orientation (i.e., designed for computer screens and not phone screens).

Video should be 2-4 minutes in length.

For those with limited editing resources or expertise, please avoid using background music. VDOE can provide music if desired.

If you include images of students, please ensure that all featured students have a proper media release or have not opted out of media consent.
The Department will be featuring ALL IN Divisions of Distinction through the Spring and Summer.
March is National Literacy Month: Building Reading Fluency

March is Literacy Month and the VDOE is excited to highlight engaging ways divisions can celebrate literacy in Virginia’s schools. This is a time to celebrate the power of reading and encourage everyone to pick up a book and dive into the world of words. Throughout the school year, students across Virginia are constantly reading a variety of texts with accuracy, automaticity, appropriate rate, and meaningful expression. As students engage in reading grade-level text they’re becoming skilled readers with increasingly deep comprehension and motivation. Across the Commonwealth, educators are enhancing students reading fluency through:

Updated Functional Behavior Assessments and Behavior Intervention Plans Guidelines Released

The guidelines are designed to provide Virginia school divisions with practical recommendations and best practices for conducting FBAs and developing BIPs; however, it is not a comprehensive summary or a detailed framework for conducting an FBA or developing a BIP. School divisions should review and revise their existing local policies and procedures, as needed, to ensure consistent practices are in place to promote improved social and academic outcomes.
2024-25 Mandated School Health Data Submission Timeline – Portal Opens April 15

School health data is imperative for policy development, allocation of resources, targeted interventions, and enhanced academic performance. Data tells a story, providing stakeholders with clear snapshots into student wellness and informing decisions regarding best practices. Adequate use of school health data can also lead to robust and comprehensive school health programs, improved health outcomes for students, and stronger healthier communities.
The annual mandated school health data portal will open Tuesday, April 15, 2025. Annual mandated hearing and vision data along with collected school health data is entered through the Single Sign-on Web Systems. Please contact your school division’s SSWS administrator if you need assistance logging in. All data entries are due by close of business Monday, June 30, 2025. School nurse coordinators will receive an email with further information along with supplemental guidance for data entry Thursday, April 10, 2025.

April is the Month of the Military Child – Purple Star Applications Open April 1

April is the Month of the Military Child. Over 79,000 military-connected students are currently enrolled in our public schools and the Virginia Department of Education would like to join our school divisions and communities in celebrating military students and their families.
Purple is the official color of the military child. It’s a combination of all the colors of the U.S. Armed Forces. Purple Up Day will be recognized by the VDOE and other state agencies Wednesday, April 9, 2025. It is an opportunity to honor military children from all branches of the military by wearing purple.
The application window for those schools seeking or renewing their Purple Star Designation for school year 2024-2025 will begin April 1, 2025, and close September 19, 2025. Schools can visit the Purple Star Designation webpage for more information on what is required to apply.
