This week I had the pleasure of speaking to educators, parents, and citizens in Hampton Roads as part of a panel discussion on the documentary, “Right to Read.” The panel included a diverse group of speakers, including five-year-old Ivy Hunter, who is fortunate to have parents and educators in her life that celebrate the power of books, the beauty of imagination, and the joy that sharing literacy brings! As we continue our efforts to successfully implement the Virginia Literacy Act, the partnership between families and schools becomes more important to develop and nurture. We are excited as we continue preparing for the implementation of the VLA this fall, and we remain committed to supporting our teachers and divisions as we all ensure that Virginia students have access to effective evidence-based literacy instruction.
I continue to be thankful for how focused our schools and school divisions are on helping their students meet and exceed academic goals. Our instructional team at VDOE is working hard as well to rethink our structures and supports for all of you. We are striving to provide shoulder to shoulder support to school divisions as they implement the rigor of the new Standards in English and Mathematics and the Virginia Literacy Act. We have begun the process to hire six Regional Instructional Specialists to join the English and Mathematics teams and provide direct, targeted support to educators in the field to support aligned and rigorous instructional strategies and resources. I’m looking forward to introducing these six specialists to you in the weeks ahead.
Also, throughout the month of May, the Board of Education will hold public hearings regarding the revisions to the 2017 Computer Science Standards of Learning. I hope you will review the draft and find an opportunity to let your voice be heard during this process. The proposed standards are specific in providing clear and explicit guidance to educators regarding what students are expected to know and be able to do at each grade level or course. Public comments will be accepted through May 31 and in-person and virtual public hearings began this week. We value your input on the Standards, as well as the instructional resources and supports needed for success.
Finally, I hope you will join me next week for Teachers Appreciation Week, May 6-10, as we set aside a special time to honor our teachers and elevate their contributions. We are going to kick the week off on Monday celebrating our eight Regional Teachers of the Year and naming our 2025 Virginia Teacher of the Year. We have eight fantastic candidates for the selection panel to meet, and I’m looking forward to the Governor’s announcement Monday afternoon. All our regional teachers are featured on VDOE’s social channels, and we’ll have coverage of the statewide announcement there as well. It’s going to be a great day to celebrate Virginia teachers.

The Literacy and Mathematics Symposiums utilize a train-the-trainer model of professional learning and will be the springboard for additional ongoing regional support for divisions. The VDOE Literacy and Mathematics Symposium will be composed of literacy and mathematics breakout sessions for grade level bands to include grades K-2, 3-5, 6-8, and 9-12. Materials for these sessions will be available to teachers and leaders after the Symposiums are completed. Additionally, virtual sessions focused on the transition from current standards to the 2024 English Standards of Learning and the 2023 Mathematics Standards of Learning will be provided in fall 2024. More information will be provided by the Literacy and Mathematics instructional teams.
Instructional leads for English and Mathematics as designated in SSWS have been sent the link to register the division’s team. Division leaders should work collaboratively to determine participants and submit one registration per division.
Registration Open: Virginia Literacy Act Elementary and Middle School Principals Professional Development

This June, elementary and middle school principals and one of the school’s assistant principals are invited to attend a one-day, in-person training on evidence-based literacy instruction and science-based reading research. Topics will include using data to plan instruction, coaching systems change, core instruction, and the role of reading specialists.
***An email with registration information is being sent on Friday, May 3, 2024, to ELA supervisors as identified in SSWS with registration links and a password. Supervisors should work with division leadership to identify elementary and middle school principals and one of each school’s assistant principals who need this training.***

Educational Opportunities from Sail250® Virginia

Sail250® Virginia is coming to Norfolk, Hampton Roads, and Virginia’s Chesapeake Bay region in June 2026, welcoming an international fleet of tall ships, military vessels, and character ships to commemorate America’s 250th anniversary. In preparation for the anniversary, Sail250® Virginia events are planned to promote goodwill among nations, inspire patriotism, and foster interest in American maritime history and heritage. An incredible amount of information is being developed for educators across the Commonwealth that will include the Adopt-A-Ship program, allowing students to serve as “ambassadors” to the international fleet! They will also offer a collection of online maritime resources focusing on our country’s maritime heritage and suggested maritime themed classroom projects.

New ActiVAtED Learning Podcast

Blue Ridge PBS, the Virginia Department of Education, and the Virginia Society for Technology in Education are pleased to announce the release of season one of ActiVAtED Learning, a 12-episode podcast designed to elevate the profession of teaching and explore trends and best practices in instructional technology, including discussions with classroom teachers who share their own philosophies of learning.
The series features interviews with thought leaders, award winning teachers, technology leaders and others focused on improving instruction in the Commonwealth. The series premiered in January with a conversation with Blended Learning expert and author Catlin Tucker. Recorded on location at the 2023 VSTE Conference in Roanoke before a live audience, the episode set the tone for the rest of the podcast series. New episodes have been released every other Wednesday on Apple Podcasts, Amazon Music and Spotify as well as being aired on the ECHO Channel, a broadcast and streaming channel focused on Education, Community, Health and Opportunity.
New episodes will continue to be released until the season concludes on June 19th.

Virginia Fentanyl Awareness Day

This event is specifically for athletic directors and coaches to equip you with key stats, stories and resources regarding the dangers of fentanyl and the power that comes with awareness.
Each year, approximately 2,000 Virginians lose their lives due to fentanyl overdoses. While many of these deaths are among more traditional drug users, more and more, fentanyl claims young people who take a single pill they believe to be something else. Stories about a college football player or a high school soccer player who took a Percocet look-alike they received from a friend or through social media are becoming too common.
Student athletes can face unique challenges related to physical and mental health. Athletic Directors and Coaches have a respected role in the lives of kids and young athletes. Their leadership and guidance carry weight, making them an effective messenger regarding the risks of taking even one pill. As they prepare for summer leagues, camps and practice, coaches and athletic directors can help spread awareness about the dangers of this threat in a simple but powerful way.

VDOE-Sponsored Content Teaching Academies at James Madison University

The VDOE is sponsoring content teaching academies on June 24–27, 2024, at James Madison University. The academies are designed to provide professional development to participating Virginia educators to enhance the outcomes of students with disabilities using high-quality instruction and to promote inclusive practices. Detailed information about each academy is included in the VDOE-Sponsored Content Teaching Academies Information Summary. Registration for each academy may be accessed on the JMU Content Teaching Academy 2024 webpage.
Each academy can accommodate a limited number of participants, and the target audience is specific to each academy’s focus. Priority will be given to school divisions and regions that have demonstrated limited participation in previous content teaching academies and to educators from schools in divisions that are working with the VDOE Office of Special Education Program Improvement and/or the VDOE Office of School Quality. For all public school participants, the VDOE will assume the cost of registration, meals, and double occupancy lodging on JMU’s campus. School divisions are encouraged to cover travel expenses for participants as this cost is not assumed by VDOE.

Spring Standards of Learning Parent Reports Available

A new Spring Standards of Learning (SOL) Parent Report has been developed and is designed to provide parents additional information about their child's performance this year in a clear and accessible format.
The Parent Reports are available to parents whose students have already completed the spring SOL assessments in school divisions around the Commonwealth and can be obtained directly from their child's school. For students who have not yet taken their SOL assessments, parent reports will be available after those students have completed their tests.
The Spring SOL Parent Report informs parents if their child’s test scores show that the child needs additional support, is considered at-risk of falling behind, or if the child is performing on grade level or above. Designed to provide a year-long look at a student’s academic progress, the Parent Reports tie together the Virginia Growth Assessment scores previously taken and the current spring SOL results to show the current trend in the student’s academic progress. These results help show in which content areas and skills a student may need additional support and where more time with a teacher or tutor could be beneficial to the student’s academic success.

Use of IDEA Part B Funds for Coordinated Early Intervening Services (CEIS) Survey

The Code of Federal Regulations (34 CFR §300.226 (d)) requires each local educational agency (LEA) that implements Coordinated Early Intervening Services (CEIS) to report to the state on the number of children who received CEIS and the number of those children who subsequently received special education and related services under Part B during the preceding two-year period (i.e., the two years after the child has received CEIS (71 FR 46540, 46628 Aug. 14, 2006)). States and LEAs must maintain these records for audit and monitoring purposes.
The survey will be open and accessible through the Single Sign-on for Web Systems (SSWS) portal on Monday, June 3, 2024. In order for the VDOE to comply with federal reporting requirements, each LEA must complete the Use of IDEA Part B Funds for Coordinated Early Intervening Services Survey and the school division superintendent must electronically verify the data through the Superintendent Data Collection Approval (SDCA) application by July 31, 2024.
2024-2025 Identification of Title I Schools

To satisfy certain requirements of the Elementary and Secondary Education Act of 1965, as amended, the Virginia Department of Education must identify all Title I, Part A, schools in the Commonwealth of Virginia. The accurate reporting of Title I schools is critical when completing federal reporting requirements.
The Office of ESEA Programs annually requests that school divisions update the Title I status of their schools. The Title I, Part A, coordinator from each division should complete the 2024-2025 Identification of Title I Schools Form and submit it by email to the ESSA mailbox at essa@doe.virginia.gov by Tuesday, June 4, 2024. The Identification of Title I Schools Form can be found on the Title I, Part A, webpage.
No Cost Extension Provided: Recruitment and Retention Support (RARS) Grant

Superintendent’s Memorandum #059-23 announced the Recruitment and Retention Support (RARS) grant recipients on March 31, 2023. The VDOE is pleased to offer a no-cost extension through August 30, 2024, for this funding opportunity. Please note, no additional funding will be added with this no-cost extension, however school divisions will have additional time to spend down their award.
School divisions do not need to submit budget modifications if they are following their approved proposal during this extension. If a school division wishes to divert from the approved proposal, then budget modifications should be submitted to Shawna LeBlond.
For example, if a school division’s approved proposal was for continuing education support, they do not need to submit a budget modification to offer support through the summer 2024 semester. However, if a school division was offering retention bonuses and they have a balance which they would like to use for continuing education support, then a budget modification is required.

On May 15, 2024, Virginia will celebrate “Decision Day,” a day to recognize the hard work and dedication of Virginia’s high school students who have decided to pursue education or training after high school. This includes joining the military, attending college, or obtaining an industry-recognized certification.
To mark this special occasion, the Secretary of Education’s Office, the State Council of Education for Virginia, and the Virginia Department of Education invite all state employees to join in a group photograph on the Capitol steps at 11:30 a.m. on Wednesday, May 15, 2024. Show pride in your experience by wearing your college or military gear.
