Good Afternoon!
As we approach the upcoming Labor Day holiday, I wanted to take moment to thank our educators across the Commonwealth for your continued service to the students and families in your community. Each day, you invest your time and talents into preparing our current generation of students for their future. Thank you!
This week, I had the opportunity to meet with Dr. Harry Thomas, Superintendent, Mr. Raymond Whitaker, Sr., School Board Chair, members of the administrative team, and teachers in Essex County. As I met with these dedicated professionals and toured classrooms, I was impressed by their commitment to their students, their achievement, and their growth.
The Essex County team also shared the work they are doing to build a sustainable and strong workforce using grow your own initiatives, alternative compensation, and programs like iTeach. These strategies have enabled them to staff their schools with professionals who have previously worked outside of public education by providing ongoing and intensive professional support and development. Their focus on developing community members with a vested interest in their schools and a career in teaching is impressive.
Please join me in continuing to recognize and elevate our educators across the Commonwealth. Celebrate the work they do using #ElevateEducatorsVA. Student Advisory Board Forming ⚠️

Please share the following opportunity with your high school principals and seniors. This is a unique chance for students to make a difference and gain experience in education policy. Applications are open today and close on September 28th.
The Student Advisory Board
- The Student Advisory Board is a fantastic opportunity for Virginia seniors who want to lend their voice to education policy issues.
- Advisory Board members are appointed by the Governor and serve a one-year term for the duration of their senior year.
- Advisory Board Members get the unique opportunity to have a tangible impact on education policy.
- Board members represent the interests of their community and peers at a state level.
- Board members meet at least twice per year virtually or in-person during the school year to discuss education policy issues.
- Board members develop a presentation to deliver to the State Board of Education from the student perspective on one or more policy issues.
- Board members engage with Board of Education members, Department of Education leadership, the Secretary of Education’s office, and other state leaders.
- Eight students (one from each Superintendent region) will be selected for the Board.
Who Should Apply?
- The ideal candidate is a current, motivated senior who is passionate about education policy. Students can attend public school, private school, or homeschool.
- Candidates must have a minimum GPA of 3.0. Applicants must post a screenshot of their unofficial transcript showing their GPA.
- Candidates must be able to meet twice during the school year, virtually or in-person in Richmond.

Identifying and Confronting Antisemitism in Our Schools
As our teachers and students prepare to return to for the 2023-2024 school year, I am pleased to announce an important new tool to identify and confront instances of antisemitism in Virginia’s schools. On July 1, 2023, Virginia formally enacted HB 1606, which adopts the International Holocaust Remembrance Alliance (IHRA) Working Definition of Antisemitism including the contemporary examples of antisemitism set forth therein, exclusively as a tool and guide for training, education, recognizing, and combating antisemitic hate crimes or discrimination and for tracking and reporting antisemitic incidents in the Commonwealth.
The IHRA definition has become the international, comprehensive definition combatting hatred against Jewish people around the world. IHRA defines antisemitism as:
A certain perception of Jewish people, which may be expressed as hatred toward Jewish people. Rhetorical and physical manifestations of antisemitism are directed toward Jewish or non-Jewish individuals and/or their property, toward Jewish community institutions, and religious facilities.
Antisemitism has risen in Virginia, and regretfully, an alarming increase in our schools. Between 2021 and 2022, antisemitic incidents rose 50%, larger than any other state. Due to the increases that have occurred in Virginia schools, the United Against Antisemitism has filed a complaint with the U.S. Department of Education’s Office of Civil Rights. The cases of antisemitism are heartbreaking and unacceptable.
The IHRA definition is an important first step in ensuring every child feels safe in our schools regardless of their ethnic or religious background. This is key to fulfilling the promise of Virginia being the best place to live, work, raise a family, and learn. It is my sincere hope that schools will utilize the IHRA definition that is now law in Virginia to confront antisemitic incidents head on.
For more information on how IHRA can be utilized to improve the learning environment in Virginia schools, I encourage you to engage with the Superintendent of Public Education’s office and the Virginia Attorney General’s Office of Civil Rights for additional tools and guidance to support leaders, teachers, students, and families.

Constitution Day and Citizenship Day

Constitution Day commemorates the September 17, 1787 signing of the United States Constitution. Each educational institution that receives Federal funds for a fiscal year is required to conduct an educational program about the U.S. Constitution for its students on September 17. School divisions may conduct their Constitution Day events before or after September 17 since is falls on a Sunday this year.
To assist in planning Constitution Day programs, the United States Department of Education (USED) has provided links to websites that contain materials that can be publicly accessed for general use or for use as teaching materials in the classroom. These links and materials are provided by the three branches of government in an exciting step forward of collaboration in sharing these resources. Additional resources are available on the VDOE website and the Bill of Rights Institute – Constitution Day.

Tuition Scholarships Available for Licensed High School Teachers Seeking Dual Enrollment Credentialing ⚠️

Superintendent’s Memo #128-23 announced that the VDOE was seeking grant applications to provide tuition scholarships for licensed public high school teachers pursuing additional credentialing required to be considered faculty who are qualified to teach dual enrollment courses in high schools in their local school division.
Completed grant applications must be received no later than 4 p.m. on September 15, 2023 for coursework taken during the Fall 2023 semester.
English Learner (EL) Instruction Professional Learning Opportunities for 2023-2024

This interactive webinar series for secondary educators and leaders will take place from 4:00 p.m. to 5:30 p.m. on September 26, October 30, and November 15, 2023. In this webinar series, Dr. Kinsella will provide tools and supports for discourse, including productive student interactions, inclusive and accountable lesson discussions, attentive academic listening skills, and effective feedback contributions. Call for Proposals for the Pre-K - 2 Active Learning Grants ⚠️

VDOE is pleased to offer another round of Active Learning Grants. The intent of the grant is to provide funding to school divisions to encourage and implement active learning for students in pre-kindergarten through Grade 2. The funds may be used to support teachers through the creation of lessons, professional development, and/or the purchase of a platform featuring on-demand activities that integrate mathematics and English standards of learning content into movement-rich activities that can be used at school and at home.

State and Local Cybersecurity Grant Program (SLCGP)

The State and Local Cybersecurity Grant Program (SLCGP), developed by the United States Congress in 2021, will soon offer application opportunities for grant funding for state and local entities to improve their cybersecurity posture and supplement the growth of their security environments. Grant priorities and application criteria are currently being developed by the Virginia Cybersecurity Planning Committee (VCPC) and a survey of interest in the grant program is being finalized and will be distributed soon.
The VCPC recognizes the broad range of prospective applicants who may be interested in learning more about this grant program . To ensure that all have access to this information, the Virginia Department of Emergency Management (VDEM) has set up a list serve that interested parties can use to register for updates on the coming funding opportunity. VDEM anticipates the application period to open soon and will use this list serve as a mechanism to provide grant guidance, communicate key deadlines, and to provide technical assistance and resources as interested parties consider applying for this funding.

VVAAS Technical Update: User and Student Files ⚠️
Audience: Superintendents, Directors, VVAAS Technical Leads Contact: Morri Pace, VVAAS Coordinator
The VVAAS web-based, state-wide data analytics tool is expected to be updated with 22-23 data in mid-October. Technical Leads should work with the SSWS division contact to upload a data file into SSWS for user account creation during the collection window of September 11-22, 2023. The User file process of “wipe and replace” will remove all VVAAS users and create new accounts for users in the file so all divisions must upload a new file.

If your division would like your student enrollment updated by mid-October, a successful Student Record Collection (SRC file) submission is required by Oct. 6th, 2023. This will allow students to be in the correct division and school. If divisions would like to have their student-teacher files (VVAAS Custom Student Reports) built for November, a successful Master Schedule Collection (MSC file) submission is required by Oct. 17th, 2023
There are two webinar opportunities for VVAAS technical leads that will discuss the file upload process, account management suggestions and how the VDOE will use the early window of the SRC and MSC data to update enrollment data and teacher-student linkage data.

Division Finance and Budgeting
Federal Funding Accountability and Transparency Act (FFATA) Information Request ⚠️

The Federal Funding Accountability and Transparency Act (FFATA) is designed to increase transparency and improve the public’s access to federal government information. FFATA requires that subgrant data be reported for all new federal grants funded at or greater than $30,000 that meet the reporting conditions as set forth in the grant award terms. Subgrant data and executive compensation data for sub-recipients must be reported by the prime grant awardee. Only subgrants made by the prime awardee to first-tier sub-recipients are reportable in accordance with FFATA.
To consolidate reporting for school divisions, we are requesting one certification per state fiscal year (FY) that will cover all subgrant awards funded by the U.S. Department of Education or other federal agencies and awarded to your school division by VDOE.
The Reporting Subgrant Data and Executive Compensation Data for Sub-recipients as required under FFATA, completed in our supporting document on FFATA Reporting, describes the requirements and includes instructions to complete the annual certification for federal awards made to your school division in state FY 2024. School divisions must complete and return this document by September 29, 2023 via mail to the VDOE Office of Finance or via email to VDOEFinancialReporting@doe.virginia.gov.
Approval of ISAEP Grant Funds for School Year 2023-2024
Audience: Superintendents, Teachers; Division Finance Staff Contact: Office of CTE and Adult Education (email)
The SY2023-2024 Individual Student Alternative Education Plan (ISAEP) state grant funds have been approved. The allocation chart (DOCX) contains the final award amounts to school divisions. ISAEP grant funding is provided through Virginia Lottery proceeds which are available in January of each year. In order to receive the funds, school divisions must submit a grant application annually. Final allocations are determined based on the number of school divisions that apply for the funds.
For SY2023-2024, it is anticipated that the first ISAEP grant payments will be processed and delivered by January 31, 2024. Funds will be disbursed in automatic equal payments bimonthly through the Electronic Data Interchange (EDI) payment process. Requests for reimbursement are not required for this grant.
School divisions must maintain all financial support documentation and a record of all equipment purchased with ISAEP grant funds in accordance with the Library of Virginia Records Retention and Disposition Policies. Funds are to be used to augment the ISAEP program’s resources.
2023-2024 Title II, Part A, Allocations under Provisions of the Elementary and Secondary Education Act of 1965 (ESEA), as Amended

The 2023-2024 Title II, Part A, federal allocations (XLSX) for each school division are now available on the VDOE website. Allocations are distributed by a formula that is weighted 20 percent based on overall U.S. Census counts for students ages 5-17 and 80 percent based on students ages 5-17 living in poverty, relative to all other school divisions in the state. The amount of the Title II, Part A, allocations available through the reimbursement process as of July 1, 2023, is 22.06 percent, and the remaining 77.94 percent is available as of October 1, 2023.
The Additional Required Special Terms and Conditions (DOCX) for Grant Awards or Cooperative Agreements and Terms of the grant award (DOCX) can also be found on the VDOE website. The total amount of the allocation is available to school divisions as of July 1, 2023, through the reimbursement process.
ESSER Tracking Dashboard ⚠️

On September 5, 2023 the VDOE will launch a new interactive dashboard that tracks school division spending of their ESSER formula funds and major set-aside grants allocated to them. Each week, the dashboard will be updated where the public can see the specific division allocation, reimbursed spending, and remaining unreimbursed balances of all ESSER formula funds and certain state set-aside grants to divisions (i.e., Unfinished Learning, Before/After School, and Summer School set-aside grants).
This tool will allow us to be transparent in how Virginia is effectively using ESSER funds. The dashboard will be visible on the Interactive Data Dashboards section of the VDOE website. Please continue to complete your ESSER expenditures and reimbursement submissions to VDOE via OMEGA in a timely manner so that the dashboard will more accurately reflect the current status of your division’s ESSER funds

Virginia Farm to School Week from October 2–6, 2023: House Joint Resolution No. 692 (2015) designates the first full week in October as Virginia Farm to School Week. School divisions and community partners can celebrate in countless ways, including with seasonal foods featured on school menus, poster contests, farm tours, Standards of Learning-based lessons that feature Virginia Harvest of the Month crops, and the Crunch Heard 'Round the Commonwealth.

Crunch Heard ‘Round the Commonwealth on October 5, 2023: Virginians will make noise for farm to school programs by simultaneously taking a bite out of a fresh Virginia grown apple. To register for the event and download the free digital 2023 Crunch Toolkit and marketing materials, complete the Crunch Heard 'Round the Commonwealth Registration Form. Participants are encouraged to share their celebrations on social media and use the hashtags #VACrunch, #VAFarmtoSchool, and #ElevateEducatorsVA and tag @vdoesnp.

9/11 Resources and Materials

September 11th is recognized each year as Patriot Day to remember the lives lost at the World Trade Center, on Flight 93, and at the Pentagon. Patriot Day also honors the first responders, service members, and civil servants who were integral in rescue and recovery efforts - many of whom made the supreme sacrifice as a result. Many Virginia schools commemorate Patriot Day by flying the Freedom Flag, which is recognized as the Commonwealth’s official 9/11 flag of remembrance. The Freedom Flag Foundation encourages schools to conduct flag raising ceremonies that include the recitation of the 10 symbolic elements of the Freedom Flag.
All schools in the Commonwealth are encouraged to designate time during the week of September 11th for reflection and commemoration. There are resources available from the United States Department of Education and the Library of Congress that captures Americans during trying times and serves as a historical resource for future generations.
United States Senate Youth Program Scholarships

VDOE will select two student delegates to represent Virginia in the 62nd Annual United States Senate Youth Program (USSYP) sponsored by the William Randolph Hearst Foundation. Each delegate will receive a $10,000 scholarship and an all-expense-paid trip to Washington, D.C., for Washington Week March 2-9, 2024. Qualified public and private high school Juniors and Seniors may submit an application using the Online Student Application Portal. All completed applications must be submitted and timestamped by 11:59 p.m. on Friday, September 29, 2023. Additional resources are available on the VDOE website.
Virginia Rules Curriculum from the Virginia Attorney General

The Virginia Office of the Attorney General, in collaboration with VDOE and other state agencies, is pleased to offer Virginia Rules—an engaging, state-specific, law-based education program that is completely free and accessible online. This program aims to educate students about Virginia's laws and equip them with the necessary skills to make informed decisions and adhere to the law. The program features 26 lessons, aligned with the Virginia Standards of Learning (SOL), complete with presentations and handouts that can be utilized by students, parents, administrators, and Virginia Rules instructors.

Aspiring Superintendent’s Program
Audience: Executive Division Leaders
The Aspiring Superintendent’s Program (ASP) is a joint collaborative project from Virginia Tech’s Center for Organizational and Technological Advancement and the Virginia Tech School of Education, in partnership with the Virginia Association of School Superintendents. ASP is designed to help school leaders who aspire to become division superintendents to focus on developing relevant skills and knowledge required to succeed as a division superintendent. Individuals in the 2024 ASP cohort will participate in three seminars in January, March, and April 2024. Early registration to the program is November 1st. The final deadline to apply is December 15, 2023.

Career and Technical Education (CTE) Civil Rights Review Process
Audience: Superintendents, Directors, School Principals Contact: William Hatch, CTE Planning, Administration, and Accountability Coordinator
The U.S. Department of Education (USED) requires states to conduct CTE Civil Rights Reviews to determine if school divisions that offer CTE programs and receive federal financial assistance are meeting the requirements of civil rights laws and regulations. VDOE is required to conduct four reviews each school year, using a plan approved by the USED to identify school divisions in the current year of a six-year cyclical monitoring schedule (DOCX) for a review. Superintendents of identified school divisions will receive a notification letter by the end of August. VDOE will provide technical assistance throughout the review process.

Career and Technical Education (CTE) Federal Program Monitoring Process
Audience: Superintendents, Directors, School Principals Contact: William Hatch, CTE Planning, Administration, and Accountability Coordinator
The U.S. Department of Education (USED) requires states to conduct CTE Federal Program Monitoring Reviews to assess school divisions’ compliance with related CTE regulations and standards as well as state and federal laws. The Virginia Department of Education (VDOE) is required to conduct seven reviews each school year, using a plan approved by the USED to identify school divisions in the current year of a six-year cyclical monitoring schedule (DOCX) for a review. Notification will be provided to local superintendents by late August if they will be reviewed this year.
School divisions are also required, according the six-year cyclical schedule, to conduct and submit to the VDOE a comprehensive CTE Federal Program Monitoring Review System Self-Assessment and develop a corrective action/program improvement plan to address any identified deficiencies and concerns. 2023-2024 Board-Approved List of Industry Certification Examinations, State Professional Licensure Exams, and Occupational Competency Assessments

VDOE is pleased to announce the website posting of the 2023-2024 Board-Approved List of Industry Certification Examinations, State Professional Licensure Exams, and Occupational Competency Assessments (DOCX) pursuant to the Standard and Verified Units of Credit (8VAC20-131-110.C) of the Regulations Establishing Standards for Accrediting Public Schools in Virginia.
United States Department of Education National Blue Ribbon Schools Program
Audience: Superintendents, Directors, School Principals Contact: Amy Siepka, Director, Office of Accountability
Schools in Virginia can be recognized through the U.S. Department of Education (USED) National Blue Ribbon Schools (NBRS) Program. The 2024 National Blue Ribbon Schools Program will recognize Exemplary High Performing Schools (based on 2022-2023 school year data) and Exemplary Achievement Gap Closing Schools (comparing 2018-2019 to 2022-2023 school year data). Virginia is permitted seven nominations across both recognition categories. If multiple schools meet the minimum requirements, final nomination selections are at the discretion of the Superintendent of Public Instruction. Minimum eligibility requirements for these recognitions can be found on the National Blue Ribbon Schools Program website.
School division staff are not required to determine whether a school meets all NBRS eligibility requirements before submitting a school name for consideration. Nominations should be submitted through this survey by Friday, October 20, 2023. Notifications of awards will be made by January 31, 2024.

The Virginia School Plant Management Association (VSPMA) 15th Annual Conference will be held on October 1-4, 2023, in Midlothian, Virginia at the Doubletree by Hilton.
This year’s conference theme is Improvement, Innovation, and Inspiration: The Future Starts with Us. The conference will offer information on the latest innovations and industry trends to help facility professionals provide the best learning and instructional environments, and will feature learning sessions such as sustainability, Indoor Air Quality (IAQ), maintenance and repair, safety, custodial services, and pest management.
The conference fee includes organizational membership in VSPMA. Students from member school divisions are eligible to apply for VSPMA scholarships to assist in their post-high school education. The conference schedule and on-line registration forms are available on the VSPMA website.
Five Career and Technical Education State Entitlements

The General Assembly continued state Lottery funding for the five Career and Technical Education (CTE) state entitlements for this fiscal year. Each of the five state entitlement links below includes a description with permitted uses, school division and CTE regional center allocations, and reimbursement forms.
Reimbursement requests must be submitted by May 17, 2024. Any unreimbursed school division and/or CTE regional center funds from the five state entitlement funds will be reallocated on May 21, 2024, to school divisions and regional CTE centers that have submitted approved reimbursement requests that exceed their initial SY 2023-2024 allocated amount.
2023-2024 Title III, Part A, Allocations under Provisions of the Elementary and Secondary Education Act of 1965 (ESEA), as Amended

The total amount of the allocation is available to school divisions as of July 1, 2023, through the reimbursement process. The procedures and forms for applying for Title III, Part A, were previously provided to school division program coordinators. Applications were due on July 1, 2023.
