September 23, 2021 Business Meeting
The Board approved the minutes of their meetings on July 21-22, 2021.
The Board adopted a resolution of recognition commemorating September 15 - October 15, 2021 as Hispanic Heritage Month. Dr. Francisco Duràn presented the resolution during the meeting in both English and Spanish.

The Board approved the revised guidelines for locally awarded verified credits contained in the guidance document governing certain provisions of the regulations establishing standards for accrediting public schools in Virginia. This allows the use of performance assessments to verify credits in history and social science in response to the 2020 and 2021 Virginia General Assembly’s Appropriations Act.
The Board reviewed training programs for the treatment of students with a seizure disorder, per the requirements of Senate Bill 1322 for school divisions to train all school nurses and employees with direct student contact every two years on how to treat affected students. Action to approve this item will be requested at a future meeting, anticipated to be Oct. 21, 2021.
The Board approved revisions to regulations governing special education programs for children with disabilities in Virginia. These revisions include multiple changes called for in a variety of state legislation that add clarifying language and establish draft Individualized Education Plans for students. These regulations will now be submitted to the Regulatory Town Hall.
The Board approved revisions to regulations governing the operation of private schools for students with disabilities. Like the previous item, revisions include multiple changes called for in state legislation to clarify language and add certain prohibitions. These regulations will now be submitted to the Regulatory Town Hall.
The Board approved School Division of Innovation (SDI) designation for Bristol City, Dinwiddie County, Fairfax County, Fauquier County and Frederick County public schools. In addition, the Board approved the requested specific SDI flexibilities for Staunton City, Fairfax County, and Fauquier County public schools.
The Board reviewed recommendations from the advisory board on teacher education and licensure for the guidelines for mentor teacher programs for beginning and experienced teachers. These guidelines, required by state law, have not been revised since the original publication in 2000. Action to approve this item will be requested at a future meeting, anticipated to be Oct. 21, 2021.
