Unwinding Updates
Unwinding status In February of 2024, Virginia initiated its last group of redeterminations out of the unwinding cohort. This means that all members expected to renew during the unwinding period have gone through an ex parte renewal, and, if not successful, have been initiated to start the redetermination process. As of June 12th, 2024, 94.33% of all unwinding redeterminations have been completed, or 2,043,616 members out of the 2,116,381 member cohort identified prior to the start of unwinding. Unwinding has been a major success in Virginia due to system and policy updates, increased data sharing and collaboration with other agencies, such as the Virginia Department of Social Services (VDSS), and support and outreach from external stakeholders. This unprecedented event also took place during the release of additional requirements as a result of the 2023 Consolidated Appropriations Act (CAA) and an overhaul of eligibility rules by the Centers for Medicare and Medicaid Services (CMS) to streamline and maintain enrollment.
Transparency goals DMAS has committed itself to transparency through data by initiating a redetermination dashboard for the unwinding cohort, which will continue to be updated weekly until we meet a certain completion percentage. DMAS also will be working on future plans to incorporate some of the information from the unwinding redetermination dashboard into an ongoing dashboard to track enrollment as a whole as a result of the positive feedback received. VDSS continues to work on their plan to reduce the amount of remaining redeterminations through a combination of virtual and live support, including a dedicated team of staff that can work with agencies to develop planning to assist with casework now and in the future. In addition, CMS has extended certain 1902(e)14 flexibilities to assist staff with redeterminations through June 30th, 2025. Renewal reporting to CMS has also become permanent, and will be posted by CMS for public knowledge.
Thank you! DMAS sincerely thanks all its partners, advocates, and stakeholders for collaborating with us to plan for and work through the unwinding of the continuous coverage requirements. Of course, this doesn't mean the work is done! Annual redeterminations are an ongoing process that doesn't stop with unwinding. While there was a great focus on renewals, applications and changes continue to be received and processed daily. DMAS and VDSS continue to work together to communicate changes and constantly improve the systems and policies workers use every day.
