COBRA Administration Reminders
As a reminder, the Office of Health Benefits does not generate the COBRA General Rights Notice or the COBRA Qualifying Event Notice (Extended Coverage Election Notice). Inspira Financial (formerly Payflex Systems), as the State’s designated COBRA Administrator, is solely responsible for producing and distributing these notices.
For your reference, please review the previously issued E‑News communications pertaining to COBRA administration:

June 6, 2023 – Announcement introducing the new COBRA Administrator

July 31, 2025 – COBRA administration processes, including the timing for generating election notices.
If the member’s information should have been sent to Inspira Financial, members should be directed to https://inspirafinancial.com/ to confirm the status of their election notice. Questions regarding COBRA should be directed to the Inspira Financial COBRA Department at 888-678-7835 Monday through Friday, 7:00 am to 7:00 pm Central Time.
