A Note From the Director
Hello! I hope that you're enjoying this hot summer weather and taking time off to spend with family and friends. Registration for the 2025 DHRM HR Conference: HR Navigating the Winds of Change, Building a Resilient Workforce will open soon. The Conference will be held in person October 28-30, 2025, at the Virginia Beach Convention Center. Thank you to all who have submitted a proposal for the keynote or general speaker during a session.
As a reminder, please submit your agency's 2025 DOI Annual Report on or before July 1. The Employment Opportunities Plans are due by June 30 and Workforce Plans are due by September 30. The metrics from these plans are valuable resources that will help us assess the effectiveness of our employee engagement efforts.

The Code of Virginia mandates agencies submit an annual Employment Opportunities Plan by June 30. To assist agencies in fulfilling this requirement, please find the instructions, tools and templates that are readily available on the DHRM website.
In accordance with the Code of Virginia § 2.2-602 (B), as amended, and the Governor’s Executive Order 10 (2022), we are sharing a reminder for the submission of your DOI Annual Report, on or before July 1. Click the link above for more information.
Agencies can access national compensation survey data from the Mercer Compensation Benchmarking Platform at a discounted rate through a partnership with DHRM. The cost for FY26 will be consistent from FY25 and is $725 per user, which is based on the number of users from the prior year. Click on the link above for more information.
As outlined in the Telework Policy, agencies must review each employee’s telework agreement on an annual basis and determine whether to renew or update the agreement for the upcoming year. In accordance with operational business needs, Agencies may determine the time of year to perform this review. Updated EEO Complaint Manual
The Office of Workforce Engagement (OWE) has recently updated the EEO Discrimination Complaint Manual. We encourage all agencies to review the revised manual, which now includes important information on agency consultations, specific requirements for final agency decisions, and updated EEO responsibilities for agencies. Please ensure this update is shared with your employees. If you have any questions about the changes, feel free to contact OWE.
Prepare for Cardinal HCM Down Time
Please be aware that Cardinal HCM, including Employee Self-Service functions, will be unavailable Wednesday July 23 and Thursday, July 24 to support fiscal year end processing. The outage will impact agency batch processes. Agencies are encouraged to plan ahead to enter timesheets, review/paystubs, or take other actions with this outage window in mind. A communication from the Cardinal team with additional details will be distributed in the coming weeks.
