A Note From the Director
We have started planning the 2024 DHRM HR Conference for the Fall. If you or someone from your agency is interested in helping us to plan the speakers and breakout sessions, please let me know as we start to put these groups together.
We are working to finalize the Commonwealth of Virginia Employee Engagement Survey with the Governor's office. Thank you to those who volunteered and served on the focus group to assist with this initiative. WSA/Qualtrics is creating the survey which will be released to all Executive Branch Classified State Employees. The survey will be released in April. More information to come.
Have you started planning activities for Virginia Public Service Week, May 5-11? Agencies are encouraged to start thinking of fun and engaging activities for their employees throughout this week.
March is Women’s History month, this is a great time to reflect on the often overlooked contributions of women to our history. This month help honor the pioneers and trailblazers who continue to serve and help shape the Commonwealth.

The Diversity, Opportunity, and Inclusion Plan Memorandum
Reminder: The deadline to provide your agency annual DOI report is March 31, 2024. The version of the Governor’s DOI year-end template for the state workforce is provided here. This report should be submitted to Martin Brown, Chief Diversity Officer.
D&I Learning Request/Form
Diversity and Inclusion in the workplace requires a committed organizational effort. Training may be essential to engage employees in this effort. The Office of Workforce Engagement's D&I team provides ad hoc training for all state agencies. Sessions can be delivered virtually or in person. Please fill out this form to request and further discuss your D&I training needs.
Our state EEO Discrimination Complaint Process have been revised. The revised Equal Employment Opportunity posters reference DHRM Policy 2.05, Equal Employment Opportunity, as the source of enforcement for prohibited discriminatory practices. More information here!
EEO Reimagine Compliance Program Update
As you are aware the Office of Workforce Engagement team is reimagining the EEO compliance program for the Commonwealth. We have shortlisted a vendor called ‘Affirmity’ to help us with analysis of the EEO data. OWE has transferred EEO data to them and the analysis is proceeding. At this time, no action is required by agencies. Once the data analysis is completed, we will be reaching out to convey next steps for this program. More information to come.
The Commonwealth of Virginia Campaign (CVC)
The 2024 CVC Campaign cycle will begin on Wednesday, October 2. Encourage employees to support CVC initiatives. Together we can create lasting change and support for the Commonwealth! Learn more about the 2023 CVC Campaign results here!

Get ready for Open Enrollment May 1
Cardinal Employee Self-Service (ESS) is used to make online health benefits plan and FSA elections, so it is important that all employees have access to Cardinal ESS before May 1. To access Cardinal ESS, each employee must have a valid email address in Cardinal.
HR Administrators:
- Double-check employee emails in Cardinal.
- Update or add missing email addresses before May 1st.
- Communicate user details and Cardinal login instructions to employees as needed.

Comings and Goings.....
Please welcome the Chief Information Officer newest team member, Sanjana Tirunahari, who joined as an Application/Project Analyst. Sanjana will be assisting the Application & Development team with managing new and existing projects. She comes to DHRM from the Virginia Department of Agriculture and Consumer Services Team. She obtained her Masters in STEM degree from Lawrence Technological University and is PMP (Project Management Professional) certified.

DHRM said goodbye and best wishes to Zackary (Zac) Knitter. Zac served as a Data Analyst on the Chief Information Officer team and helped to expand reporting capabilities. He was instrumental in building and designing our new HR Data Insights application. We wish Zac the best of luck in his new position as a Data Analysis Manager with the Department of Elections.
