PlanMod's Proposed Density Reductions Would Ease Pressure on Road Network
Significant residential and commercial density reductions envisioned in the initial draft of Chesterfield’s updated comprehensive plan would have corresponding benefits for the county’s transportation infrastructure.
The draft land use map decreases countywide residential density by nearly 10% and commercial density by 7.5% compared to the current comprehensive plan.
While it encourages continued infill development north and east of 288 and still provides opportunities for nodes of higher density where infrastructure can support it, the proposed map shrinks many areas designated for mixed-use zoning to reflect on-the-ground trends and replaces them with less-intense uses. Chesterfield is also trying to preserve rural areas from suburban-style development, which affects county infrastructure.
Planning staff are hosting a virtual community meeting Thursday, Aug. 6 at 6:30 p.m. for residents to learn more about the comprehensive plan update, known as PlanMod, and provide input. Staff will also be available Friday, Aug. 7 from 11:30 a.m. to 1:30 p.m. at Central Library to discuss the ongoing project.

This November, Chesterfield voters will decide whether to approve a 1% sales tax, named “1 For Schools,” dedicated exclusively to Chesterfield County Public Schools (CCPS) capital projects including school construction, renovations, and major maintenance.
The referendum follows legislation passed by the Virginia General Assembly in 2026, which expands the 1% sales tax option to all localities. Only nine cities and counties previously had the authority to place a measure on their local ballot, all of which voters approved.
Under Virginia law, the tax would expire in July 2046 and can only be used for capital projects, major maintenance, and debt services.
The Board of Supervisors voted to adopt the resolution on July 22, formally requesting the Chesterfield Circuit Court place a referendum on the Nov. 3 general election ballot.
