Denied Enforcement Authority Over Landfills, Chesterfield Still Uncovered Shoosmith Failures
Under the Code of Virginia, the state Department of Environmental Quality (DEQ) has sole authority to inspect landfills in the commonwealth for compliance with the Virginia Waste Management Act and enforce any violations.
It was an investigation by the Chesterfield Department of Utilities, however, that led to the discovery of significant failures at the Shoosmith Landfill.
Between 2019 and 2023, Utilities recorded significantly elevated ammonia levels at its Proctors Creek Wastewater Treatment Plant. Through testing, sampling and investigation, staff traced the source of these elevated ammonia levels to the Shoosmith property at the intersection of Route 10 and Lewis Road. They determined the privately owned landfill had been discharging untreated leachate into the county’s wastewater system in violation of its wastewater discharge permit and the Clean Water Act.

Adoptable Pet Spotlight

Meet Yo-Yo!
This spunky girl can often be found doing some major zoomies outside in our yard. She doesn't really even want to play with toys, she just wants to run! Once she's inside she does calm down and want attention from her people -- pets are her favorite thing! Yo-Yo was a little too interested in getting to kittens, so she probably should not go to a home with cats. But she did well when meeting another dog here at the shelter. Yo-Yo is a 2-year-old spayed female Pitbull mix weighing around 47lbs.
If you are interested in meeting this pet, please contact Chesterfield County Animal Services at 804-748-1683, option "2," to schedule an appointment. Office staff are available by phone 8:30 a.m.-5 p.m. Monday-Friday, and 7:30 a.m.-4 p.m. on Saturdays. Our shelter is located at 9300 Public Works Road.
