Board of Supervisors Approves Personal Property Tax Rate, Adopts FY27 Budget
The Chesterfield Board of Supervisors voted Wednesday evening to adopt the county’s general fund budget for fiscal year 2027, which totals $1.1 billion and responds to the needs of a steadily growing community and the broad range of challenges the local government manages each day.
The board also approved a 10-cent reduction in the personal property tax rate, from $3.35 to $3.25 per $100 of assessed value, the lowest in the region.
The decrease in the tax rate should help Chesterfield maintain the lowest operating cost per capita among its peer localities, as it has since 1998.
“When we go through this process it is a laborious, very challenging process and we don’t take it lightly,” said Dr. Mark Miller, chair of the Board of Supervisors (Midlothian District). “We’ve spent a lot of time working on this.”
Chesterfield’s general fund represents an increase of $49 million, or 4.7%, from the FY26 budget and allocates about 83% of the fund to the county’s core priorities of education, public safety, and infrastructure.

The Land That Always Blooms: Springtime in Chesterfield and the Making of America
It was a cold fall day, just on the cusp of winter, when a small ship called the Mayflower dropped anchor near Cape Cod. After two months on rough seas, the weary passengers stepped onto unfamiliar ground. The story of Thanksgiving would soon follow, and with pen to proverbial paper, the first chapter of modern American life began to take shape, or so many people believe.
But the story had already begun, and its earliest roots were planted in spring.
More than a decade before snow fell on the pilgrim’s porridge and turkey, under a softer sky and longer days, sunlight warmed the banks of the James River. It was spring 1607, May 14 to be exact, when settlers with the Virginia Company of London broke their first bread in Jamestown, the first permanent English settlement.
The warm Virginia sun met the settlers, full of anticipation and hope, with a quiet promise of survival. Reality would soon prove harsher than imagination. Over four centuries ago, the yet-to-be-established Chesterfield County, and larger Commonwealth of Virginia, were anything but flourishing.
