Lt. Col. Curt Powell was in Beirut on Oct. 23, 1983, as part of the 24th Marine Amphibious Unit peacekeeping mission, when a suicide truck bombing killed 241 American servicemembers in the deadliest single-day attack on the U.S. Marines since the Battle of Iwo Jima.
Powell survived and went on to serve 23 years in the Marine Corps, including combat deployments to Kuwait and Somalia. He subsequently worked as a White House advance officer, planning and directing presidential helicopter missions around the world for President Clinton.
Following his retirement, Powell moved to Chesterfield and began volunteering with the county’s Veteran Treatment Docket, developing a mentor program and personally recruiting and training the 12 volunteer veterans who serve as mentors to participants.
Now in its 41st year, the Fort Lee Civilian Military Council promotes dialogue, cooperation and partnerships between the installation and surrounding central Virginia jurisdictions.

Maintaining Strong Internal Leadership Pipeline is Essential for Many Reasons
When Mary Bowman joined Chesterfield as a 911 dispatcher in September 1998, she never could’ve imagined that one day she’d be managing the county’s Emergency Communications Center.
But after working her way up through the ranks over 27 years of dedicated service – from assistant shift supervisor to training facilitator and eventually operations manager – Bowman was named acting Chief of Emergency Communications in June 2025. Chesterfield made it official last month, appointing Bowman to lead the ECC on a permanent basis.
She was the fourth county employee promoted to a senior leadership position since December, following the selections of Carolyn Jensen, Rich Billingsley and Matt Rembold as directors of Chesterfield Public Library, Community Enhancement and Utilities, respectively.

Meet Lululemon!
Meet Lululemon! This pretty lady is the embodiment of "Bless your heart"- she's just happy to be a dog and doesn't really need to think about anything more than that. She seems interested in squeaky toys but doesn't really get what playing with them looks like. Though our staff does say she "goes crazy for the water hose," so maybe she just has very particular interests.
Lululemon also loves getting attention from people and will give kisses in exchange for pets. She seemed excited to play with another dog here at the shelter, so she'd probably do well in a home with other playful dogs. Lululemon is a 1 year old spayed female German Shepherd mix weighing around 50lbs.
If you are interested in meeting this pet, please contact Chesterfield County Animal Services at 804-748-1683, option "2," to schedule an appointment. Office staff are available by phone 8:30 a.m.-5 p.m. Monday-Friday, and 7:30 a.m.-4 p.m. on Saturdays. Our shelter is located at 9300 Public Works Road.
