Board of Supervisors Seeking Community Input on County Administrator Hiring Process
Beginning this week, members of the Chesterfield County Board of Supervisors are hosting a series of community meetings to receive input from residents regarding the hiring of a new county administrator.
Dr. Joe Casey, who has served as Chesterfield’s top executive since 2016, announced late last year that he intends to retire effective July 1.
The community meetings will be spread among the county’s five magisterial districts as the board looks to gather input in the process.
If you are unable to attend a meeting, an online survey has been posted to chesterfield.gov to allow public comment through March 1. The survey covers the same topics as those that will be addressed during the community input sessions.

Maintaining Strong Internal Leadership Pipeline is Essential for Many Reasons
When Mary Bowman joined Chesterfield as a 911 dispatcher in September 1998, she never could’ve imagined that one day she’d be managing the county’s Emergency Communications Center.
But after working her way up through the ranks over 27 years of dedicated service – from assistant shift supervisor to training facilitator and eventually operations manager – Bowman was named acting Chief of Emergency Communications in June 2025. Chesterfield made it official last month, appointing Bowman to lead the ECC on a permanent basis.
She was the fourth county employee promoted to a senior leadership position since December, following the selections of Carolyn Jensen, Rich Billingsley and Matt Rembold as directors of Chesterfield Public Library, Community Enhancement and Utilities, respectively.
