Miller, Carroll Elected to Serve as Board of Supervisors Chair and Vice Chair for 2026
 After serving as vice chair for the past two years, Midlothian District Supervisor Dr. Mark Miller was elected by his peers last Wednesday, Jan. 7 to chair the Chesterfield Board of Supervisors through the end of 2026.
“It is an honor to be serving as chair,” said Miller, who has represented the Midlothian District since winning a special election in November 2022. He was re-elected the following year and began his first four-year term in January 2024.
Also during Wednesday’s annual organizational meeting, Matoaca District Supervisor Kevin Carroll was elected vice chair for this year. Carroll previously served as the board's vice chair in 2020 and chair in 2023.

Rich Billingsley, assistant director of Chesterfield’s Community Enhancement Department since 2017, has been promoted to lead the department as its director.
Billingsley, a U.S. Navy veteran, has worked for the county in a variety of roles over the past 22-plus years. He has expertise in code enforcement and community revitalization, having served as head of the License Inspection Department from 2005-17 before its duties and others were merged under the newly created Community Enhancement Department.

County Buildings Closed Monday for MLK Jr. Day
Chesterfield County government offices, courts, libraries and convenience centers will be closed Monday, Jan. 19 in observance of Dr. Martin Luther King Jr.'s birthday. All will reopen Tuesday morning under normal operating hours.

Gabriel: The True Story You Were Never Told
Friday, Jan. 16 through Sunday, Jan. 25 at the Perkinson Center ATLAS Partnership presents a soaring new American musical with Virginia roots. Born in Henrico County in 1776, Gabriel was a literate blacksmith who grew up in the wake of the American Revolution. In 1800, he and more than 1,000 compatriots from throughout the commonwealth risked everything to obtain their freedom from Governor James Monroe. Marlbank Farms Town Hall
Tuesday, Jan. 27, 6-8 p.m. at Matoaca Elementary School Matoaca District Supervisor Kevin Carroll will host a town hall to discuss the pending Marlbank Farms residential rezoning case (25SN1153). The scheduled meeting is a follow-up to a community meeting hosted by the case applicant Dec. 1. The town hall will provide residents an additional opportunity to learn about the proposed rezoning and offer feedback.

Saturday, Feb. 7, 11 a.m.-4 p.m. at River City Sportsplex Celebrate winter at this free event with music, food and activities, including skating on a synthetic ice rink and playing in winter-themed inflatables. Each year, organizations across the country submit their best ideas, innovations and community projects to be considered for state and national achievement awards. These recognitions aren’t just plaques, but celebrations of programs that meaningfully improve lives.
In 2025, Chesterfield County earned 40 awards across departments, and the library was part of that success with five recognized initiatives, programs, and partnerships. Together, they tell a story about how libraries are more than just a home for books but a collaborative and data-informed system deeply rooting in community need.
The National Association of Counties, or NACo, and the Virginia Association of Counties, called VACo, honored library initiatives that demonstrate innovation and impact. Looking across the library’s award-winning projects this year, clear themes emerge: Access, inclusion, and a commitment to learning at every age.

Say Hello to O'Cedar Spin Mop!
O'Cedar Spin Mop is a 4 year old, neutered male, Old English Sheepdog mix. When he arrived at the shelter he was in rough shape and was matted over his entire body (This is how he acquired his name). After some much needed grooming and TLC he has blossomed into a wonderful happy boy. He will need constant brushing and grooming so his luscious coat comes in nicely and stays tangle free.
He believes he is a lap dog, despite being 85 pounds. He loves to chase tennis balls and run around the yard occasionally flopping around like a puppy. He is a super sweet dog that loves attention and likes to be off his leash to explore and check things out. We believe that he may be house trained and prefers to go off leash. He also has an acquired taste for treats, he likes the finer tings in life. Cedar gets along with other dogs he met at the shelter, but would love to meet any doggy siblings before going home!

LINK, the on-demand microtransit service from GRTC, is now available in the Clover Dale Zone.
LINK runs Monday through Friday from 6 a.m.-8 p.m., connecting you anywhere in your community. Simply download the GRTC on the Go app and select your pick-up and drop-off locations anywhere within our service area, and we’ll be there within 20 minutes to get you where you need to go.
The Clover Dale Zone provides quick and convenient service along Hull Street Road from Chippenham Mall to Harbourside Centre, with direct connection to downtown Richmond via GRTC’s Route 1C and 82x. LINK vehicles are fully ADA accessible, and feature on-board WIFI and USB charging ports – and right now, LINK is entirely fare-free!

  Students Learn About County Government
CCPS students got to experience county government firsthand through the Model County Government program, meeting with Chesterfield County officials from more than 25 departments to learn about their roles. From law enforcement and accounting to utilities and education administration, students had meaningful opportunities to see county government in action and better understand the work that keeps Chesterfield County running.
School Board Elects Chair and Vice Chair for 2026
The Chesterfield County School Board met Jan. 6 to elect a 2026 chair and vice chair and set the schedule of meetings for the year. The board elected Lisa Hudgins as chair and Steven Paranto as vice chair. See more details and the meeting schedule.
Chesterfield Recovery Academy Achieves Accreditation
The Chesterfield Recovery Academy is now accredited through the Association of Recovery Schools. Justin Savoy, program director of the Chesterfield Recovery Academy, received word in late December that the association’s thorough review resulted in a positive evaluation. Across the United States, only 12 schools hold this distinction.
The evaluation noted in particular that the academy excels in educational practices and its recovery practices have many strong elements, especially mental health support.
