Dover Food Retail to Expand in Chesterfield, Bringing Jobs and Capital Investment

County leaders and Gov. Glenn Youngkin joined top executives from Dover Food Retail on Monday, Oct. 20 for a ceremonial ribbon cutting to mark the company’s major capital investment in Chesterfield.
Dover Food Retail, parent company of Hillphoenix, announced a $25 million expansion of its manufacturing campus in South Chesterfield. The project will bring economic growth and add more than 300 jobs to the county’s growing advanced manufacturing sector.
“This is a strong vote of confidence in what we already know to be true,” said Board of Supervisors Vice Chair Dr. Mark Miller (Midlothian District). “Chesterfield is a thriving hub for advanced manufacturing, built on a strong foundation of talent, innovation and collaboration.”

The last day to register to vote and/or to apply for an absentee ballot in the November General Election is 5 p.m., Friday, Oct. 24.
Absentee Ballot Application
Registered county voters can apply online for an absentee ballot or bring their absentee application to the General Registrar’s Office at 9848 Lori Road in Chesterfield.
Registered Chesterfield County voters with a by-mail absentee ballot can return their ballot by mail (using the addressed and stamped envelope provided) or in a ballot dropbox (located at all open polling locations during voting hours). A ballot dropbox is also available at the Registrar’s Office during business hours.

Chesterfield County residents can register to vote online by submitting an online application or an application at the General Registrar’s Office at 9848 Lori Road in Chesterfield.
To register to vote in Virginia, applicants must:
- Be a United States citizen
- Be a Virginia resident
- Be at least 18 years old (a person who is 17 years old and will be 18 on or before the next general election)
- Not currently declared mentally incompetent by a court of law
- Have his/her/their right to vote restored if convicted of a felony

Five Satellite Early Voting Sites Now Open
Chesterfield opened satellite sites for in-person, early voting at five county libraries: Clover Hill, Ettrick-Matoaca, LaPrade, Meadowdale and North Courthouse Road. Voters also can continue to cast ballots for November's general election at Central Library.

Celebrate Halloween at Henricus Historical Park
Take a guided tour on Fri., Oct. 24 or Sat., Oct. 25 through Henricus in the dark as interpreters dramatically demonstrate and perform old English folklore stories of witches, ghosts, goblins, shucks, and all “things that go bump in the night.” Tours begin at 7 p.m.

CDOT to Hold Public Hearing on Route 1 Shared-Use Path
Learn about improvement plans for Route 1 between Willis Road and Perlock Road and ask questions during a public hearing next Monday, Oct. 27 at Bellwood Elementary School (9536 Dawnshire Rd). The meeting will begin at 6 p.m.

County's Annual Halloween Event Moved to Sportsplex
Put on your costume and join the fun at Spooktacular, formerly known as Trunk or Treat, on Tuesday, Oct. 28 beginning at 6 p.m. at River City Sportsplex. County staff will be on hand passing out candy. There will be food, music, bounce houses and other surprises.

Provide Input on Vision Map in Active Transportation Plan
As the Chesterfield Department of Transportation (CDOT) continues work on its Active Transportation Plan, citizens are invited to review a draft vision map and offer input by completing an online survey. The deadline to comment is Monday, Dec. 1 at 5 p.m.

Library Launches Read to Recovery Collection
In recognition of National Recovery Month, Chesterfield Public Library announces a new Read to Recovery collection of books that support opioid addiction recovery. These resources are located at Chester Library, Meadowdale Library and Midlothian Library.

 Tree Walk of the Chesterfield Arboretum
Wednesday, Oct. 22, 10:30 a.m.-noon at the Chesterfield County Government Complex (9901 Lori Rd) Join us for a leisurely tree walk of the Chesterfield County Arboretum. The public site features a variety of native and ornamental trees, perennials, shrubs and an urban orchard. The walk is held rain or shine and takes between 45 minutes to an hour. Participants should meet outside the entrance to the five-story Lane B. Ramsey Administration Building and wear sturdy shoes and bring water.
Thursday, Oct. 24, 1-4 p.m. at North Chesterfield WIC Office (302 Turner Rd, Suite M) The Virginia Department of Health - Chesterfield Health District will host Bright Smiles for Babies for babies ages 6 months to less than 3 years old. A nurse will administer a protective coating to baby teeth that will last up to six months at no cost. Bring insurance card if applicable. You will be connected with a local dentist who accepts Medicaid or offers a sliding scale. Registration is required.
Saturday, Oct. 25, 5 - 10 p.m. at Westchester Commons It will be a fun-filled Halloween-themed “Spooky Movie Night & Costume Contest” at the Village Green. Enjoy a costume contest for ages 12 and under beginning at 5 p.m., followed by a showing of "Toy Story of Terror" and "Elio" at 8 p.m. Westchester Commons merchants and vendors will also be doing trick-or-treating until 7:30 p.m.
Career Conversations: Translating Skills into a Career
Saturday, Oct. 25, 1-2:30 p.m. at Beulah Recreation Center This is the third installment in the Career Conversations series. Each engaging session, facilitated by various career professionals, includes 30 minutes of networking and light refreshments, a 30-minute presentation followed by a question and answer session, and remaining time for one-on-one meetings with career counselors and networking. Representatives from Community Engagement and Resources, Social Services and Human Resources will provide additional information and resources.

Pending Cases Application Helps Community Track Progress of Potential Developments
More than a year after its launch, Chesterfield’s website application for tracking pending land-use cases is seeing strong, steadily increasing citizen engagement and garnering recognition outside the county.
In August, the Pending Cases Application was one of six Chesterfield entries to receive a 2025 Virginia Association of Counties (VACo) Achievement Award. The annual competition highlights innovative, effective programs that address community challenges and improve government services.

It's Time to Get Jazzy!
This silly girl is Jazzy! She loves all of the attention, especially if it's belly rubs, and will give hugs and kisses in return. But first she has to get out her zoomies! She was a little nervous when she first met a dog here at the shelter, but once she got comfortable, she just wanted to play! She'd probably love having a doggy sibling as long as they were introduced slowly. Jazzy is a 1-year-old spayed female Husky mix weighing around 48 pounds.

Office staff are available by phone 8:30 a.m.-5 p.m. Monday-Friday, and 7:30 a.m.-4 p.m. on Saturdays. Our shelter is located at 9300 Public Works Road.

LINK, the on-demand microtransit service from GRTC, is now available in the Clover Dale Zone.
LINK runs Monday through Friday from 6 a.m.-8 p.m., connecting you anywhere in your community. Simply download the GRTC on the Go app and select your pick-up and drop-off locations anywhere within our service area, and we’ll be there within 20 minutes to get you where you need to go.

Chesterfield Celebrates Teachers of the Year at Gold Star Gala
Chesterfield County Public Schools honored Teachers of the Year from every school at a Gold Star Gala on Oct. 15.
The top honoree was Davis Elementary reading specialist Maria Meyers, who is the 2025 Teacher of the Year for Chesterfield County Public Schools. Watch this video to see the positive impact Maria has made.
Other top honorees were Carly Alford, who teaches English as a second language at Providence Middle and is the CCPS Middle School Teacher of the Year, and Victoria Fitzgerald, who is the visual arts teacher at Meadowbrook High and is the CCPS High School Teacher of the Year.

Innovative Initiative Supports Ettrick Elementary Families
Ettrick Elementary is the site of an innovative pilot program designed to boost family engagement. 2-Gen was created by VCU’s Center for Teacher Leadership and is backed by a $30,000 grant from Google in partnership with the Chesterfield Education Foundation. The initiative provides adult education to kindergarten parents to improve economic stability, civic involvement and self-sufficiency.
2-Gen support includes a personalized education plan and monthly seminars focused on durable skills, such as financial literacy, career development and well-being. Kindergarten students will engage in quarterly workshops alongside their parent, teacher and a career coach. This two-generation approach fosters a culture of learning and collaboration within families in order to improve long-term outcomes for both generations.
 Manchester Mass Comm Students Capture Sights and Sounds of State Fair
Seniors in the Mass Communications Specialty Center at Manchester High took their skills beyond the classroom and into the fields at the State Fair of Virginia on Oct. 1. Armed with cameras, microphones and tripods, students worked as real-world reporters — researching events, interviewing organizers and vendors and capturing b-roll footage to bring the fair to life.
Each student team will develop a complete news package using storyboarding, writing interview questions, conducting cold interviews and producing polished news packages. This hands-on experience showcases the power of student journalism and gives seniors the chance to practice their craft while covering one of Virginia’s most exciting events.
