As a reminder, the Legislative Salary Increase Tool is now available in Cardinal to assist HR Administrators with processing the July 25, 2026, salary increase.
By Friday, July 17, at 7:59 p.m., all agencies must either use the tool to review and confirm increases, or select the Opt Out checkbox.

Do You Have Additional Compensation Rate Changes Effective July 25?
If Cardinal sends your agency’s data to VRS VNAV, and you have employees with changes in multiple components of pay effective July 25, do not use the Cardinal Legislative Salary Increase Tool for these individuals.
Instead, please process their salary increases using one of the following two methods:

Option 1: Submit a salary increase-only Job Data Mass Upload file to the DHRM File Repository no later than Monday, July 20, by 1:00 p.m. for inclusion on the special VNAV compensation file.

Option 2: Process the compensation rate changes via online manual entry, Job Data Mass Upload, or the HR003 Employee Data Upload Interface between Monday July 27 and Wednesday, August 5. This information will be included in the regular VRS nightly feed.
If Cardinal does not send your agency’s data to VRS VNAV, you can still use the Cardinal Legislative Salary Increase Tool for these individuals. Any additional compensation changes (such as Non-State or Special Pay increases) can be added after the legislative increase is processed.
