The Legislative Salary Increase tool is now available in Cardinal to assist with processing the salary increase recently authorized by the Virginia General Assembly. Effective July 25, 2026, this increase will appear on the August 14, 2026 paycheck. Agencies should begin reviewing data in the tool as soon as possible to ensure enough time to resolve any issues before the July 17 deadline.
Action Required by Friday, July 17, at 7:59 p.m.
Agencies must complete one of the following actions:
1. Use the Cardinal Legislative Salary Increase Tool
- Review and confirm salary increases in the tool
- Complete verification and processing activities
OR
2. Opt Out
- Select the Opt Out checkbox in the tool, and
- Follow the Opt Out guidance at the end of this communication
Important Notice: Mass Upload Deadlines
Agencies utilizing the Job Data Mass Upload (JDMU) or Position Data Mass Upload (PDMU) should note the following submission deadlines:

Thursday, July 16, by 10:00 a.m.: Submit standard JDMU and PDMU files to DHRM to allow time to resolve any file errors before the final Legislative Salary Increase tool refresh on Friday, July 17.

Monday, July 20, by 1:00 p.m.: Submit salary increase-only JDMU files to DHRM for inclusion on the special VNAV compensation file.
Note: Salary increase JDMU files received after the July 20 deadline will not be processed until Monday, July 27.

Using the Legislative Salary Increase Tool
Please ensure your agency has reviewed the DHRM FY27 Authorizations and Compensation Activities memo for detailed eligibility information before proceeding. Agencies using the Legislative Salary Increase Tool must complete the following steps:
Step 1: Review and Update Data
Dates: July 10 – July 17

Task: Review the tool’s list of salaried employees for your agency. Verify employee eligibility, resolve system-generated blocks, apply agency blocks where necessary, and confirm the new state salary amounts prior to final verification.

Tool Refresh Schedule: The tool refreshes every business day (Monday-Friday) between July 10 and July 17, from 8:00 p.m. to 11:59 p.m.

Important Note: The final refresh occurs on Friday, July 17. Changes to system blocks made after this time will not reflect in the tool nor be included in the centrally processed salary increase.
Step 2: Final Review & Verification
Dates: July 20 – July 21 (Deadline: 12:00 p.m. on Tuesday, July 21)

Task: Conduct a final review of your employee population after the last system refresh. Ensure all eligible employees are accurately reflected and apply any final agency blocks.

Action Required: Agencies must select the “Verified” checkbox within the tool before the Tuesday noon deadline.
Step 3: Post-Processing Review & Correction
Dates: July 27 – August 5

Task: Once Cardinal notifies you that salary increase processing is complete, return to the tool to review and address any errors.

Verification: Confirm employee salary increases online or by utilizing the Job Data query (V_HR_JOB_QUERY).
August 14: First Paycheck Reflecting the Salary Increase
Common Data Issues That Prevent Salary Increases
Two common data issues that prevent salary increases are missing Continuous Service Date and Citizenship values. Accurate salary processing depends on both fields being completed.

Continuous Service Date: If left blank, the system cannot verify if the employee met the April 25, 2026, eligibility deadline. This automatically blocks the employee from the increase.

Citizenship: If the Citizenship field does not include a USA value, the salary increase will not process for the employee.
To identify and resolve these omissions before processing, run the V_HR_LEG_SALARY_INC query or review the System Messages in the tool to identify employees missing data. Ensure all corrections are finalized by Friday, July 17, 7:59 p.m.

Opting Out of the Tool?
Agencies choosing not to use the Legislative Salary Increase tool to record FY27 increases must select the “Opt Out” checkbox within the tool by Friday, July 17 at 7:59 p.m. Agencies that opt out may process their FY27 increases using one of the three methods below.
Job Data Mass Upload

Action: Submit salary increase data through the DHRM File Repository.

Deadline: Monday, July 20 at 1:00 p.m. to include increases on the special file to VNAV.

Note: Files received after July 20 will be processed on July 27 and included on the regular VNAV interface file on July 27.
Online Manual Entry

Action: Manually enter salary increases into Cardinal.

Window: July 27 – August 5, for inclusion in the August 14, 2026 paycheck.
HR003 Employee Data Upload Interface

Action: Submit salary increases via the HR003 interface.
