Photo Red-Light Program to Expand in Arlington County

ARLINGTON, Va. – Installment of additional red-light safety cameras has begun at Arlington County intersections as an additional tool to increase transportation safety and in support of the County’s ongoing Vision Zero safety program efforts. In total, 11 additional cameras at six intersections will be installed in phases throughout 2024.

PhotoRED program cameras will be installed in July at the following locations:

  • EB and WB Columbia Pike at Washington Boulevard
  • WB Langston Boulevard at N. Spout Run Parkway and SB N. Spout Run Parkway at Langston Boulevard
  • EB and WB 10th Street N. at N. Barton Street
  • WB Langston Boulevard at N. Lynn Street

The estimated completion dates of these camera installations are subject to change due to weather, construction, and other unforeseen circumstances.

There will be a month-long warning period designed to help raise public awareness about the new camera locations and encourage compliance. The warning period of these new cameras will be August 1-31, 2024, and tickets for violations at these locations will be issued beginning September 1, 2024. At the conclusion of the warning period, red-light violators will be issued a $50 ticket (civil fine) per infraction.

Additional Expansion Locations

The following PhotoRED program camera locations are anticipated to be installed by the end of 2024:

  • WB Wilson Boulevard at N. Lynn Street and NB N. Lynn Street at Wilson Boulevard
  • WB Langston Boulevard at EB I-66 Exit 72 Offramp

Photo Red-Light Location Selection and Enforcement

The intersections are chosen based on Virginia code §15.2-968.1 and the following factors are considered:

  • Crash rate
  • Red-light violation rate
  • Pedestrian Safety
  • Difficulty in conducting enforcement at the location through traditional methods

After data for each intersection is reviewed, the top potential locations are selected for the program contractor to conduct a multi-day, site-specific analysis of the location to confirm the need for a camera.

Red-light safety cameras operate 24 hours a day, 7 days a week and are activated when a vehicle enters the intersection after the light turns red. When activated, the cameras take digital images and video footage which document the event. The contracted company reviews and validates the footage before sending it to the Arlington County Police Department. A police officer then reviews the footage captured by the system and events that are determined to be a red-light violation are issued a ticket.

PhotoRED Program Background

The PhotoRED red-light program began in 2010 and was last expanded in 2015. The current program locations are below and red-light violations at these intersections will result in a ticket:

  • EB and WB Columbia Pike at S. Glebe Road
  • NB Glebe Road at N. Fairfax Drive
  • NB Glebe Road at Washington Boulevard
  • NB Lynn Street at EB Langston Boulevard
  • SB Fort Myer Drive at WB Langston Boulevard
  • NB and SB Richmond Highway at 23rd Street S.
  • WB Washington Boulevard at Langston Boulevard

The Vision Zero Action Plan is in its third year of implementation as the County works toward the goal of zero injuries and fatalities in our transportation network by 2030. The plan identifies automated speed enforcement, including the use of red-light cameras, as a tool to lower speeds and enhance equity in enforcement.
