Penrose Square Traffic Flow Reconfiguration

To alleviate congestion and double-parking on South Barton Street at Penrose Square, and in anticipation of upcoming construction on Columbia Pike in the Penrose area, Arlington County is will reconfigure the lanes on South Barton Street. The current parking lane will be reassigned to the east curb as 15-minute Pick-up/Drop-off parking.

 

Step 1: Relocation of the Capital Bikeshare Station

In order to make room for this reconfiguration, the Capital Bikeshare station on South Barton Street will be temporarily relocated to South Wayne Street at 9th Street South, starting on October 18.

  • After completion of construction on Segment D of the Columbia Pike Multimodal Improvements project, the Capital Bikeshare station will again be relocated to the Penrose Square plaza in front of the wall by Burrito Bros., in 2025.
  • Segment D construction is expected to start the week of October 23. (More information to follow in this newsletter.)

Step 2: Reconfiguration of South Barton Street

Shortly after the Capital Bikeshare station is relocated, the parking lane on South Barton Street in Penrose Square will be reassigned from the west curb to the east curb.

 

The new parking lane will be designated 15-minute Pick-up/Drop-off parking instead of metered parking. Covered garage parking is available in Penrose Square below Giant, for free within the first hour (this garage is privately owned and operated).

  • Crews will remove the meters from west curb remove the “No Standing, Stopping, Parking" signs from the east curb, and reinstall the signs on west curb.
  • After signs are moved, bollards will be installed at the south end of the new parking lane, as a buffer between the crosswalk and parked vehicles.
  • The stop sign at the north side of the curb will remain the same.
  • All lanes will remain open during sign relocation.

S Barton Reconfiguration - Penrose Square

Segment D Construction Starting October 23

Crews will begin work on Columbia Pike between South Garfield Street and South Cleveland Street on the week of October 23, as part of Segment D of the Columbia Pike Multimodal Improvements Project.

  • During this time, the left lanes in each direction will be closed, and the right lanes will remain open. 
  • Sidewalks and bus stops will remain open.
  • Signs and cones will direct traffic. All travelers should expect speed reductions as travel lanes narrow.
  • Work hours will be Monday to Friday, 7:00 A.M. to 9:00 P.M., and Saturdays, 10:00 A.M. to 6:00 P.M.
  • Work in this area is expected to last through Spring of 2024

This initial utility work is in preparation for future transportation improvements on Segment D. Also, please note that Washington Gas is continuing to perform their own utility work on Columbia Pike near South Wayne Street.
