Arlington to Add Thousands to Housing Choice Voucher Program Waitlist

Arlington, VA – Arlington will add 5,000 households to its Housing Choice Voucher (HCV) Program waitlist through a special application and lottery process in September. Opening the waitlist gives people a chance to apply for the federally funded rental assistance program for the first time in over a decade. Once the application period closes, a lottery will be conducted to select 5,000 applicants to go on the HCV program waitlist. As vouchers become available, they will be awarded to qualifying households on the waiting list, who can then secure housing using the vouchers.

Interested families and individuals will be able to apply on any internet-enabled device by going to arlingtonva.us/HCV2023 starting at 8:00 a.m., Wednesday, September 13, 2023, through 11:59 p.m., Saturday, September 23, 2023.

Once the application period closes, a lottery will be conducted to select 5,000 applicants to go on the HCV program waitlist. A preference will be given to:

  • Applicants who live or work in Arlington County
  • Unhoused or houseless individuals
  • Victims of domestic violence
  • People with disabilities that would qualify under the Olmstead Act
  • Disabled households that qualify for Permanent Supportive Housing

About the Housing Choice Voucher Program

The HCV Program is a federally funded rental subsidy program that assists low-income households, older adults, and persons with disabilities with paying rent in the private rental market. Arlington County’s Department of Human Services runs the HCV Program in Arlington in compliance with the Department of Housing and Urban Development (HUD).

Vouchers will be made available to income-qualified households (<50% AMI) where at least one member is a United States citizen or eligible immigrant. Applying does not guarantee that you will be selected or given a housing voucher. The waitlist last opening in 2012. 

How to Apply

Once the application period begins, interested individuals can visit arlingtonva.us/HCV2023 for more information and a link to the application portal. Applications must be submitted using the online AHCVP MyHousingBenefits application portal at: https://myhousingbenefits.arlingtonva.us. Applicants will need to register and establish an account using an email address and password when applying through the online application portal. Online applications may be submitted any time during the open application period.

On the website, applicants can also find answers to frequently asked questions, a step-by-step application tutorial, and locations with free internet and computer access including libraries and community centers. Dates, locations, and times will also be announced on the website for in-person application assistance sessions.
