N-FBC-13 An ordinance to amend, reenact, and recodify the Arlington County Zoning Ordinance (ACZO) Article 11.2 (Appendix B), Western Subarea Regulating Plan to designate 5100 7th Road South (RPC# 22-001-024) (Haven Apartments) as a Conservation Area and to incorporate associated changes to the Conservation Area Standards.

FBCN21-00003  685 Ballston LLC for a use permit to preserve the Haven Apartments as a Neighborhoods Form Based Code Conservation Area located in the RA6-15 zoning district under ACZO §6.5. Property is approximately 197,004 sq. ft.; located at 5100 7th Road South (RPC# 22-001-024). Applicable Policies: Columbia Pike Neighborhoods Area Plan, Policy Guidance for Transfer of Development Rights.

Certification of Transferrable Development Rights to be considered for transfer from the Haven Apartments located at 5100 7th Road South (RPC# 22-001-024)(“Sending Site”) to the Ballston Macy’s located at 685 & 701 N. Glebe Rd. (RPC# 14-059-044, -045, -038, -039) ("Receiving Sites") as part of SPLN21-00007 as described below for the purposes of historic preservation and committed affordable housing.  The Sending Site is 118 units and the proposed density to be transferred is up to 236 residential units, utilizing a multiplier of two per Neighborhoods Form Based Code Conservation Area standards.

SPLN21-00007 685 Ballston LLC for a site plan amendment to amend SP #193 to construct a mixed-use residential building with approximately 553 dwelling units and approximately 43,076 sq ft of retail GFA in the C-O-2.5 Mixed Use zoning district under ACZO §7.1, §7.12, §15.5.  Property is approximately 121,433 sq. ft.; located at 685 & 701 N. Glebe Rd. (RPC# 14-059-044, -045, -038, -039).  The proposed density is approximately 4.8 FAR. Modifications of zoning ordinance requirements include: reduced parking and loading ratio, increased compact parking ratio, density exclusions, additional density, and other modifications as necessary to achieve the proposed development plan.  Applicable Policies: GLUP “Medium” Office-Apartment-Hotel; and Ballston Sector Plan.

Z-2629-22-1-HD Consideration of the enactment of an ordinance pursuant to ACZO §11.3 to designate Anderson House and lot, located at 3500 14th St. N. (Property), as an Arlington Historic Preservation Overlay District and which district boundary shall include the entire Property identified as RPC # 15-081-026; and the adoption of associated Historic District Design Guidelines. This ordinance would make the Property subject to ACZO §11.3 & §15.7.

REZN19-00004 CESC Plaza Limited Partnership, CESC Plaza Five Limited Partnership for a Rezoning from “C-O” Mixed Use District to “C-O Crystal City” Mixed Use Crystal City District; for an approximately 102,159 square foot area located at 223 23rd Street S. and 2250 Crystal Drive (RPC # 34-020-003, -017, -018, -265).

CCBP-M-2  CESC Plaza Limited Partnership, CESC Plaza Five Limited Partnership for a Crystal City Block Plan which provides supplemental long-range planning guidance and an integrated planning approach for Block M as identified in the Crystal City Sector Plan, defined by 20th Street South to the north, 23rd Street South to the south, Crystal Drive to the east, and Richmond Highway to the west. This block plan supports and further refines the Crystal City Sector Plan recommendations for this block. The Block Plan illustrates and reaffirms desired qualities relating to block structure and neighborhood form, land uses, accessibility and circulation, public open spaces, sustainable development, and other plan elements. It provides conceptual build-out scenarios related to Site Plans #11 and #464, that each reflect a variety of Sector Plan recommendations. SPLA22-00059 (SP #454)  CESC Plaza Limited Partnership, CESC Plaza Five Limited Partnership, Plaza Associates LP for a Phased Development Site Plan (PDSP) Amendment to the existing “Crystal City PDSP” (SP #454) to revise the Phased Development Site Plan density and use allocations, and other updates as necessary, in the C-O, C-O-1.5, C-O Crystal City, and M-2 zoning districts under ACZO §7.1, §7.11, §7.13, §7.16, §8.1, §8.4, & §15.5 located at 2050 and 2051 S.
