Members of the public may participate virtually and in person. Speakers sign up will also be available in-person on the day of the meeting.  The meeting will be available via live stream at www.arlingtonva.us and local cable stations on Comcast 25 & 1085 and Verizon FiOS 39 & 40.

THE FOLLOWING CASE TO BE HEARD BY PLANNING COMMISSION AND COUNTY BOARD:

U-3468-16-1 Arlington Public Schools for a use permit amendment to allow a below-grade parking structure with a lighted rooftop synthetic turf recreation field at The Heights Building in the S-3A zoning district under ACZO §4.1, §4.2, §9.5, §12.2, §12.4, §14.3, & §15.4. Property is approximately 114,000 sq. ft.; located at 1601 Wilson Blvd. (RPC# 16-032-024). Modifications of zoning ordinance requirements include: parking and other modifications as necessary to achieve the proposed development plan. Applicable Policies: GLUP Public and Western Rosslyn Coordinated Redevelopment District (Note #2).

 

THE FOLLOWING CASES TO BE HEARD BY COUNTY BOARD ONLY:

SUBJECT: License Agreement between the County Board of Arlington County, Virginia, as Licensor, and Virginia Electric and Power Company, Fillmore Center LLC and Fillmore CP Owner LLC, collectively, as Licensees, on a Portion of County-owned Property known as Penrose Square, located at 2503 Columbia Pike, Arlington, Virginia (RPC# 25-016-013).

SUBJECT:  Ordinance to establish a user fee for charging electric vehicles at County government owned charging stations available for public use.

 

SITE PLAN AMENDMENTS:

SP# 90 JBG Smith for a site plan amendment to revise conditions related to construction of an approximately 16,300 square foot two-story building with retail uses at the corner of 18th Street S. and Crystal Drive in the C-O zoning district under ACZO 15.5. Property is approximately 15 acres; located at the northwest corner of Crystal Drive and 18th Street S. (RPC# 34-020-037, -251, -273, -274, -275)The proposed density is approximately 3.5 FAR.  Modifications of zoning ordinance requirements include: none requested.  Applicable Policies: GLUP “High” Office-Apartment-Hotel and Crystal City Coordinated Redevelopment District (Note #1); Crystal City Sector Plan.

SP# 284 The Nature Conservancy to modify condition language to permit rooftop signs and façade changes administratively; reduce the parking ratio; and permit additional retail ground floor retail uses in the R-C zoning district under ACZO §7.1., §7.3, and §15.5. Property is approximately 68,992 sq. ft.; located at 4245 Fairfax Drive (RPC# 14-021-022). Modifications of zoning ordinance requirements include modifications as necessary to achieve the proposed development plan. Applicable Policies: GLUP “High-Medium” Residential Mixed-Use; Ballston Sector Plan.

SP# 445 Foxtrot Retail D.C., LLC for a site plan amendment to reduce the minimum clear sidewalk standards to allow an outdoor café in the public right-of-way or easement in the C-O, Mixed-Use zoning district under ACZO §7.1., §7.13, and §15.5.3. Located at 1771 N. Pierce St. (RPC# 16-033-025).  Applicable Policies: GLUP “High” Office-Apartment- Hotel; Western Rosslyn Coordinated Redevelopment District (Note #2); Western Rosslyn Area Plan; Rosslyn Sector Plan. 

SP #350 Site Plan Amendment on the County Board's Own Motion to modify conditions for The Odyssey residential building related to affordable housing in the RA4.8 and C-O zoning districts under ACZO §7.1, §7.2, §7.13, §15.5. Located at 1500-1520 North Scott Street and 2001 15th Street N. (RPC# 17-012-PCA). Applicable Policies: GLUP “High-Medium” Residential; Special Affordable Housing Protection District (Note #13).

SP445-U-22-1 Foxtrot Retail D.C., LLC for a use permit for an outdoor café in the public right-of-way easement in the C-O, Mixed-Use zoning district under ACZO §7.1., §7.13, §12.2.5, §12.9.15, and §15.4. Located at 1771 N. Pierce St. (RPC# 16-033-025).  Applicable Policies: GLUP “High” Office-Apartment- Hotel; Western Rosslyn Coordinated Redevelopment District (Note #2); Western Rosslyn Area Plan; Rosslyn Sector Plan. 

 U-3619-22-1 Farjana Akter, Bright Beginnings Home Daycare for a use permit for a family daycare home for up to 12 children in the R2-7 zoning district under ACZO §5.1, §5.9, §15.4Property is approximately 3,082 sq. ft.; located at 5614 7th Pl. S., (RPC# 22-007-011).  Applicable Policies: GLUP “Low” Residential (11-15 units/acre).

U-3621-22-1 Maria Vogelei, The Village School for a use permit for a private school for up to 60 children in the R-6 zoning district under ACZO §5.1, §5.6, §14.3.7. C.2 & §15.4.  Property is approximately 37,020 sq. ft.; located at 6201 Washington Blvd. (RPC# 11-032-011).  Applicable Policies: GLUP “Low” Residential (1-10 units/acre).

U-3618-22-1 National Landing BID for a use permit to allow an open-air market in the public right-of-way in the C-O-1.5 and M-2 zoning districts under ACZO §7.1, §7.12., §12.5.17, and §15.4. Located in the public right-of-way on South Ball Street between 6th Street South and 10th Street South. Applicable Policies: GLUP “Low” Office-Apartment-Hotel; designated "North Tract Special Planning District" (GLUP Note 20).

U-2697-91-1 Early Steps Preschool for renewal of a use permit for a child care center in the R-6 zoning district under ACZO §5.6 and 15.4.  Property is approximately 17,542 sq. ft.; located at 1701 N. Bryan Street (RPC# 15-027-003).  Applicable Policies: GLUP “Low” Residential.

U-3515-18-1 The Children’s School, Inc. for renewal of use permit for a child care center for up to 235 children in the C-2 zoning district under ACZO §7.1, §7.17, §15.4. Property is approximately 19,382 sq. ft.; located at 4770 Langston Blvd. (RPC# 07-006-248).  Applicable Policies: GLUP “Low” Residential and  Service Commercial. 

U-3535-19-1 Goddard School for renewal of a use permit for a childcare center of up to 60 children in the C-1 zoning district under ACZO §7.1, §7.7, §15.4. Property is approximately 39,536 sq. ft.; located at 5222 Langston Blvd. (RPC# 08-004-005). Applicable Policies: GLUP Service Commercial.

U-3536-19-1 Goddard School for renewal of a use permit for a childcare center of up to 208 children with parking modifications in the C-O-1.0 zoning district under ACZO §7.1, §7.10 & §15.4. Property is approximately 19,590 sq. ft.; located at 5328 Langston Blvd.  (RPC# 09-001-028). Applicable Policies: GLUP Service Commercial and “Low” Residential.
