ARLINGTON, VIRGINIA

PUBLIC NOTICE

NOTICE IS HEREBY GIVEN THAT THE PLANNING COMMISSION OF ARLINGTON CO., VA, on February 11, 2019, in Room 307, 2100 Clarendon Blvd. at 7:00 P.M. or as soon thereafter as matters may be heard, will hold Public Hearings on the following cases; and

NOTICE IS HEREBY GIVEN THAT THE COUNTY BOARD OF ARLINGTON CO., VA, on February 23, 2019, in Room 307, 2100 Clarendon Blvd. at 9:00 A.M. or as soon thereafter as matters may be heard, will consider the following cases, after offering the public an opportunity to be heard in a public hearing: 

 

NOTE: Copies of proposed plans, ordinances, amendments and applications, and related planning case materials may be examined in the Zoning Office, Suite 1000; or text of proposed County Code amendments in County Board Clerk’s Office, Suite 300; 2100 Clarendon Blvd., Arlington, VA, 8 A.M. to 4:30 P.M. weekdays. The term Site Plan in this notice refers to Special Exception in County Zoning Ordinance and is not the same as an engineering site plan or construction plans submitted in satisfaction of other codes or ordinances. The terms ACZO and GLUP means Arlington County Zoning Ordinance and General Land Use Plan, respectively.

 

THE FOLLOWING CASES TO BE HEARD BY PLANNING COMMISSION AND COUNTY BOARD:

GP-344-18-1 General Land Use Plan (GLUP) amendment to designate a Special Affordable Housing District (SAHPD) and apply GLUP Note #13 for the area generally bounded by 16th Street North to the north, Fairfax Drive to the south and North Pierce Street to the west, except for the parcel located in the southwest corner of the block.

GP-343-17-1 General Land Use Plan (GLUP) amendment to change the land use designation for a property known as 3445 Washington Blvd., which encompasses a portion of the block bounded by Washington Boulevard to the south, North Kirkwood Road to the east, 13th Street North to the north and North Lincoln Street to the west from Service Commercial and Semi-Public to “Medium” Office-Apartment-Hotel (RPC #15-086-011).

SUBJECT: Amendment to the Master Transportation Plan (MTP) Map to add a new section of North Kansas Street extending approximately 275 ft. to the north from Washington Boulevard into the block bounded by Washington Boulevard, North Lincoln Street, 13th Street North and North Kirkwood Road.

Z-2608-18-1 Arlington Partnership for Affordable Housing for a rezoning from R-5 One-family, Restricted Two-family District and C-2 Service Commercial-Community Business District to C-O-2.5 Mixed Use District, and related update to ACZO Map 13-1 to amend Line A to encompass the property. The property is approximately 58,250 sq. ft.; located at 3445 Washington Blvd. (RPC #15-086-011).

SP# 449 Arlington Partnership for Affordable Housing to construct a 160-unit multi-family dwelling with ground floor membership club/lodge use (American Legion Post) in the C-O-2.5 zoning district under ACZO §7.1.2.H, §15.5. Property is approximately 58,250 sq. ft.; located at 3445 Washington Blvd. (RPC #15-086-011). The proposed density is 125 DU/acre. Modifications of zoning ordinance requirements include: bonus density for provision of on-site committed affordable housing, parking ratio, fence height and other modifications as necessary to achieve the proposed development plan. Applicable Policies: GLUP “Medium” Office-Apartment-Hotel; GLUP Note #27; Washington Boulevard and Kirkwood Road Special GLUP Study “Plus.”

U-3429-16-1 WhyHotel for a temporary conversion of up to 160 units from residential use to hotel use in the C-2 and CP-FBC zoning districts under ACZO §7.17, §11.1. The property is approximately 130,000 sq. ft.; located at 940, 942, 944, 948 & 950 S. George Mason Dr. (RPC # 23-034-017, -018, -019). Applicable Policies: GLUP Service Commercial; Columbia Pike Special Revitalization District.

THE FOLLOWING CASES TO BE HEARD BY COUNTY BOARD ONLY:

SUBJECT: Conveyance of the following easements from the County Board of Arlington County, Virginia to the Commonwealth of Virginia: (i)permanent easement for construction and maintenance of a storm drainage ditch and noise barrier on a portion of the parcel designated as RPC# 13-006-068; (ii) temporary construction easement on a portion of the parcel designated as RPC# 11-012-028; (iii) temporary construction easement on a portion of the parcel designated as RPC# 13-007-001; and (iv)temporary construction easement on a portion of the parcel designated as RPC# 13-007-037

SUBJECT: An ordinance to amend, reenact, and recodify Chapter 46 (Arlington County Employees' Supplemental Retirement System--II) of the Code of Arlington County, Virginia to amend Article IV, Section 46-31, relating to Membership Service Credit to allow employees to purchase of up to 4 years prior active duty military service as creditable service in the Retirement System.

SITE PLAN AMENDMENTS:

SP #89 1101 Wilson Owner, LLC to amend conditions related to public access to the existing rooftop in the C-O zoning district under ACZO §7.1, §7.13, §15.5. Property is approximately 97,937 sq. ft.; located at 1101 Wilson Blvd. (RPC# 16-039-002, -003, -021). Modifications of zoning ordinance requirements include: modifications as necessary to achieve the proposed development plan. Applicable Policies: GLUP “High” Office-Apartment-Hotel; GLUP Note #15.

SPECIAL EXCEPTION USE PERMITS:

SP193-U-18-7 FC Ballston Common LLC for an outdoor café located in a public easement and other modifications as necessary to achieve the proposed development plan in the C-O-2.5 zoning district under ACZO §7.12, §12.9.15, §15.4, §15.5. Property is approximately 585,079 sq. ft.; located at 4100 & 4238 Wilson Blvd. (RPC# 14-059-046, -047). Applicable Policies: GLUP “Medium” Office-Apartment-Hotel; Ballston Sector Plan.

U-3529-18-1 Anne C. R. Perera for a child care center for up to 90 children in the C-2 and R-5 zoning districts under ACZO §5.1, §5.7, §7.1, §7.17, §15.5. Property is approximately 26,612 sq. ft.; located at 1022 S. Highland St. (RPC# 32-007-021). Applicable Policies: GLUP Service Commercial; GLUP Note #8.

U-3530-18-2 La Cocina - Virginia for a culinary training and entrepreneurship center in the CP-FBC and C-2 zoning districts under ACZO §11.1, §12.2, §15.4. Property is approximately 56,761 sq. ft.; located at 3507 Columbia Pike (RPC# 23-040-015). Applicable Policies: GLUP Semi-Public; GLUP Note #8.

FOR EARLY REVIEW:

U-3304-11-1 Ethiopian Community Development Council for community center and educational uses (including community events) in the C-2 zoning district under ACZO §7.1, §7.17, §15.4. Property is 69,298 sq. Ft.; located at 901 & 903 S. Highland St. and 3045 Columbia Pike (RPC# 25-014-006; -003). Applicable policies: GLUP Service Commercial; GLUP Note #8.

FOR ONE YEAR:

U-3479-16-1 Christ Church of Arlington for a child care center (summer camp) for up to 60 children in the R-6 zoning district under ACZO §5.1, §5.6, §15.4. Property is approximately 24,426 sq. ft.; located at 3020 N. Pershing Dr. (RPC# 18-049-008). Applicable Policies: GLUP Residential “Low”.

FOR THREE YEARS:

U-2670-90-5 Capitol Petroleum Group for the operation of a vehicle service establishment (Exxon) in the C-2 zoning district under ACZO §7.1, §7.17, §15.4. Property is approximately 45,516 sq. ft.; located at 6720 & 6730 Lee Hwy. (RPC# 11-005-001, -042). Applicable Policies: GLUP “Low” Office-Apartment-Hotel; East Falls Church Neighborhood Center District.

FOR FIVE YEARS:

U-3192-08-2 Arlington Forest United Methodist Church for an existing preschool and toddler program in the R-6 zoning district under ACZO §5.1, §5.6, §15.4. Property is approximately 46, 971 sq. ft.; located at 4701 Arlington Blvd. (RPC# 20-025-001). Applicable Policies: GLUP Residential “Low” (1-10 units/acre).
