The Department of Veterans Affairs (VA) published a final rule that extends the transition period for legacy participants, legacy applicants, and their Family Caregivers (the legacy cohort) through September 30, 2028. A link to the final rule is available at the VA Caregiver Support Program website.
As a result of the final rule, individuals in the legacy cohort will remain eligible for PCAFC and will not have a reduction in the monthly stipend based on reassessment through September 30, 2028 (certain exceptions apply).
The extension of the transition period applies even if Veterans and Family Caregivers in the legacy cohort previously completed a transitional reassessment and received a preliminary determination that they did not meet criteria or were determined eligible but at a reduced stipend amount.
Benefits available through PCAFC:
Through PCAFC, Family Caregivers of eligible Veterans have access to:
- Education and training
- Respite care
- Mental health counseling
- Certain travel expenses
- Access to healthcare coverage if qualified (Primary Family Caregivers only)
- A monthly stipend (Primary Family Caregivers only)
- Certain legal and financial planning services (Primary Family Caregivers only)
