The Cleveland VA along with the Cleveland VA Medical Research and Education Foundation has been selected as one of four VA sites to take part in the NCI and VA Interagency Group to Accelerate Trials Enrollment (NAVIGATE) Interagency Group to Accelerate Trials Enrollment (NAVIGATE) program expansion. Dr. Charles Nock will be the lead PI for this effort.
The overarching goal of this program is to establish and cultivate a VA consortium of sites to successfully participate in NCI National Clinical Trials Network (NCTN) and NCI Community Oncology Research Program (NCORP) activities.
The 3 primary aims of Navigate are to:
- Increase Veteran participation in NCTN and NCORP studies;
- Enable a sustained, long-term capability for participating in NCI clinical trials after the initial NAVIGATE support; and
- Establish the operation and organization of a national consortium of VA sites focused on improving VA participation in NCTN and NCORP studies and potentially other cancer trials by different sponsors.
NAVIGATE will provide added support and guidance to the existing cancer research program through interagency collaboration. This support will enhance veteran access to novel cancer trials, make available additional opportunities for minority veterans to participate, and offer VA investigators the opportunity to participate and lead cancer research.
NAVIGATE was initiated in 2018 with 12 selected VA sites.

Study Initiation Visits
What is a Study Initiation Visit?
The study initiation visit encompasses a review of regulatory requirements as they apply to your specific study, good clinical practice guidelines, the informed consent and HIPAA documents as well as a review of how to maintain study records (regulatory binder and subject files).
The Research Compliance Office is required to perform a triennial regulatory audit of studies (human subjects' research, animal protocols, and basic science studies) and informed consent and HIPAA audits if applicable. The intent of a study initiation visit is to help the researcher avoid the most common audit findings before they occur.

VAIRRS updates
Project Cover Sheet:
The revised Project Cover Sheet (PCS) wizard is available in the IRBNet sandbox the week of December 11. The updated wizard outline is posted on the VAIRRS SharePoint portal under the ORPP&E Standard Form Library menu option. The VA Project Lead/Principal Investigator and Additional Project Personnel sections moved to the Study Team Tracking wizard. The IRB of Record Type will appear for all studies that select "Data and/or biospecimens from living human individuals." On the PCS PDF both the "Funding Source Code" and the "Funding Source Code - Other" response will now appear.
Study teams will not be required to update previous PCS submissions unless there has been a change to the study.
Study Team Tracking Wizard:
The new Study Team Tracking (STT) wizard is available in the IRBNet sandbox the week of December 11. The wizard outline is posted on the VAIRRS SharePoint portal under the ORPP&E Standard Form Library menu option. The personnel tracking data previously collected in the PCS wizard will be collected in the STT wizard. The Outside Compensation and Financial Conflict of Interest responses will be collected in the STT wizard.
Study teams will be required to complete the new STT wizard for new submissions and to report changes in study team members.

Reminder: New Project Submission Forms were the latest forms to be revised and were released on October 25, 2023. All New Project Submission Forms must be used by January 2, 2024. Prior to using these new forms, please read the Summary of Changes – CIRB New Project Forms for a detailed list of forms and process changes. For additional information regarding these changes, you may also refer to the VAIRRS Webinar from October 24, 2023, titled “CIRB Forms and Process Updates.”

The next round of VA Grant submissions will take place in March 2024 for BLR&D, CSR&D and RR&D SPiRE.
