VHA Executive Management Fellowship Now Accepting Apps Until Oct 1, 2021

The Veterans Health Administration's Healthcare Leadership Talent Institute (HLTI) is excited to announce this year’s VHA Executive Management Fellowship (EMF) program is now accepting applications through October 1, 2021.

EMF is an external fellowship program established by Congress that allows VHA employees to gain experience related to the delivery of healthcare services outside of the Department of Veterans Affairs (VA).

This year’s EMF program is expanded to include an emphasis of gaining knowledge from organizations outside the VA that will help advance our strategic priorities in support of the VHA's Lanes of Effort.  VHA program offices, Veterans Integrated Service Networks (VISNs), and VHA Health Care Systems or Medical Centers are still encouraged to seek fellowships with their community partners focused on local business operations and to strengthen local relationships.

Program Details:

  • Purpose: To provide eligible employees with training and experience in the private sector to identify innovative strategies, practices, and technologies to assist in transforming the VA’s operations and achieve strategic goals, strengthen relationships within and outside of government.
  • Eligibility: Open to VHA employees in grades GS13-15 or Title 38 equivalent.
  • Application Period:  July 15 – October 1, 2021
  • Program Dates:
    • Fellowships should start prior to November 1, 2021.
    • Fellowships may last up to 12 months. While there is not a minimum time requirement, experience shows that fellowships of a minimum of 25% of an employee’s time are most beneficial. Virtual fellowships are acceptable with agreement from the host organization.
    • Funding: Program offices and facilities are responsible for day-to-day fellowship costs.  HLTI funds travel to any HLTI sponsored EMF training events.
