Dear VCS Customer,

Effective Friday, April 2, 2021, Veterans Canteen Service (VCS) will change our EPD  collection practices from the current “declining balance” method to a fixed payment  process for balances above $125. Collections will continue to be processed on a  biweekly basis and will NOT exceed the $125 maximum.

The following changes will occur:

  • Outstanding balances above $125 will result in a fixed payment of $125 being collected from your biweekly check;

  • For outstanding balances below $125, collection is equal to the balance divided by two. For example, if your outstanding balance is $80 at the end of the pay period, then this will result in a collection of $40;

  • Outstanding balances of $25 or less will be collected in full; and

  • If a payroll process error results in a deduction not being taken in a pay period, that amount will be added to the deduction taken the subsequent pay period.

This process offers more predictability in EPD deductions collected from your biweekly  paycheck and will result in reducing your balances at a faster rate providing more  shopping power. Moreover, and unlike other commercial retailers, VCS will not introduce  an annual membership fee or apply interest rates to outstanding EPD balances.

We realize that your participation in our EPD program is voluntary. Given the significant  challenges we have faced over the last year, it’s necessary to effect these changes to  better position VCS to sustain and/or enhance our services.

We appreciate your patronage and support in helping us to better serve our Veterans  and those who provide for their care. If you have questions, please email VCSFCEPDTEAM@VA.gov.

Respectfully,

James G. Leahy
