You have previously been notified of the passage of the Dole Act, 21st Century Veterans Healthcare and Benefits Improvement Act of 2025 (Public Law 118-210).
Today we want to tell you of the importance of Section 207 of the Dole Act, which becomes effective for terms beginning on or after August 1, 2025. Section 207, “Requirement that educational institutions approved for purposes of Department of Veterans Affairs educational assistance programs provide digital official transcripts”, requires institutions of higher learning (IHLs) to make “available to each eligible person or veteran a copy of the person or veteran’s official transcript in a digital format”.
All accredited institutions must make available the transcript to any student enrolled in any program. Non-accredited IHLs are only required to make available the transcript to students enrolled in a standard college degree program; the requirement does not apply to non-college degree programs.
The amendments made by this section shall take effect on August 1, 2025, and will apply with respect to a quarter, semester, or term, as applicable, commencing on or after such date.
Your State Approving Agency will ensure that IHLs adhere to the statute, as it is written.
