As required by Section 305 of the Harry W. Colmery Veterans Educational Assistance Act of 2017, School Certifying Officials (SCOs) at covered educational institutions must complete annual training administered by the Department of Veterans Affairs (VA).
As a reminder, the training cycle window will close on August 31, 2024.
How does this impact my school?
Your school is identified as a “Covered Educational Institution” for Fiscal Year 2024 because there were 20 or more individuals enrolled during a calendar year, using educational assistance under title 38, United States Code.
Note: Main and branch campuses are considered separately as they have separate facility codes.
How can I confirm my training compliance?
- Go to the SCO Training Portal.
- Select the Welcome section of the SCO Training Portal
- Confirm the number of Completed modules in the Your Completion Status table
- Compare your number of completed modules to the current training requirements.
What are the consequences for non-compliance?
If SCOs at covered institutions fail to complete the annual training, VA can:
- Remove the SCOs ability to certify enrollments
- Refer the institution to the State Approving Agency to determine withdrawal actions
How will the SCOs ability to certify be restored?
Non-compliant SCOs at covered institutions will be required to take the “New SCO” training to restore their ability to certify enrollments to VA. Questions should be directed to the Education Liaison Representative of jurisdiction.
