Dear School Certifying Official,
Beginning January 1, 2024, the U.S. Department of Veterans Affairs (VA) will no longer accept hard copy paper or PDF enrollment certifications. Once this is in effect, School Certifying Officials (SCOs) must submit certifications through Enrollment Manager. If paper enrollment certifications are submitted after this date, the certification will be rejected by our processing division and no payment will be released until the certification is submitted through Enrollment Manager.
VA would like to thank all the facilities who have already transitioned to Enrollment Manager. Enrollment Manager's enhanced security features better protect student data than paper forms or PDFs, while submissions through Enrollment Manager allow for faster and more accurate processing.
For facilities which have not yet transitioned to submitting certifications through Enrollment Manager, you are highly encouraged to use the following resources to help with your switch to the Enrollment Manager system:
- Create a ID.me or Login.gov account.

- Log into Enrollment Manager at https://iam.education.va.gov/
- Complete the Enrollment Manager trainings EM 100, EM 101 and EM 102 in the SCO Training portal.
- Review the Enrollment Manager User Guide for more information on how to navigate the system.
Exemptions do apply. VA will continue to accept paper enrollments via mail or Ask VA for:
- Correspondence training.
- Veterans’ Educational Assistance Program (Chapter 32) beneficiaries.
- Restricted foreign school locations.
- Students without a social security number.
- Facilities permitted to teach-out existing students.
In order to be permitted to teach out existing students, you will need to contact your State Approving Agency. A facility which has been permitted to teach-out students will be required to make a note in the remarks that their facility is in teach out.
NOTE: Teach-out in this context applies to an individual who is an enrolled student attending a training program (to include an OJT/APP program) and has been certified with a begin date prior to January 1, 2024. So long as the SAA approves the program to "teach-out", the individual may complete their program and have all associated certifications for them be certified via paper certifications.
