Dear Education Partner,
The Department of Veterans Affairs (VA) is pleased to announce that the Post-9/11 GI Bill® Yellow Ribbon Program is accepting new and modified Yellow Ribbon agreements from foreign schools for the 2023-2024 academic year, now through July 31, 2023.
The Yellow Ribbon Program helps cover tuition and fee charges that exceed the maximum amount payable under Post-9/11 GI Bill for attending a foreign Institution of Higher Learning (IHL). The Yellow Ribbon Program is available to all Post-9/11 GI Bill beneficiaries eligible at the 100% benefit level including Veterans, Service members, dependents using transferred benefits and Fry Scholars. Foreign institutions may request approval for participation in the Yellow Ribbon Program by submitting a signed agreement via email attachment to YellowRibbon.VBACO@va.gov. You must apply no later than July 31, 2023.
The foreign institutions Yellow Ribbon Program agreement is effective from August 1 through July 31 of each school year. Due to the fluctuation in currency exchange rates, all foreign institutions currently participating in the Yellow Ribbon Program must submit a modification to their agreement for subsequent school years during the established open season timeframe, June 1-July 31. Additionally, foreign institutions must identify currency and contribution amounts using VA Form 22-0839 as indicated in the supplemental instructions for foreign schools.
If your institution fails to submit a modification application by July 31, 2023, then your school’s current participation agreement will be withdrawn for the upcoming school year.
If your institution is considering participation in the Yellow Ribbon Program for the 2023-2024 academic year, it is recommended to review the Yellow Ribbon Program agreement form and instructions on the foreign institution application process found on the Yellow Ribbon Program - Schools webpage. If you have specific questions or issues with completing a new application or modification, please contact VA at YellowRibbon@va.gov.
Respectfully,
Education Service
